Job Description

About the Role

We are seeking a senior leader to oversee membership growth, revenue performance and work force development initiatives, alongside leading training strategy and curriculum development. This role works closely with Workforce Singapore (WSG) to administer Career Conversion Programmes (CCP), while building strong partnerships with Institutes of Higher Learning (IHLs) and industry stakeholders.

You will sit at the intersection of industry, government and academia, translating manpower and skills needs into structured programmes that deliver measurable business and workforce outcomes.

Key Responsibilities

Membership Strategy, Revenue & Operations

. Drive membership revenue targets, acquisition strategy and renewal performance

. Develop and execute retention plans to improve renewal rates and member lifetime value

. Own membership P&L performance and pipeline tracking

. Oversee invoicing, renewals, arrears management and credit control oversight in collaboration with finance

. Ensure accurate membership database management, reporting and forecasting

. Strengthen membership value propositions and benefits aligned to industry needs

Workforce & CCP Administration (WSG Liaison)

. Act as the primary liaison with Workforce Singapore (WSG) for the administration of Career Conversion Programmes (CCP)

. Oversee eligibility assessment, documentation, claims submission and reporting

. Ensure compliance with WSG funding guidelines, audit and governance frameworks

. Work closely with member companies to support their workforce transformation initiatives

. Track programme outcomes, placements and impact reporting

Training, Curriculum & Talent Development

. Lead the design, development and governance of industry-relevant curricula

. Collaborate with Institutes of Higher Learning (IHLs) and training providers to co-develop structured programmes

. Identify emerging skills gaps and translate them into certifications, workshops and learning pathways

. Oversee programme delivery (online and offline), quality assurance and continuous improvement

. Ensure compliance with accreditation and funding requirements where applicable

Stakeholder & Partnership Leadership

. Build strategic partnerships across industry, academia and government

. Represent the organisation in industry forums, working groups and key engagements

. Support sponsorships, grants and co-funded initiatives

. Contribute to regional collaboration opportunities where relevant

Leadership & Governance

. Lead and mentor team members or project-based resources

. Oversee budgets, programme P&L and vendor management

. Establish SOPs, reporting dashboards and performance metrics

. Provide regular updates and strategic insights to senior leadership / council / board

Requirements

. Minimum 6-10+ years of relevant experience, with at least 6 years at managerial or leadership level

. Strong track record in membership revenue management and renewal performance

. Experience working with WSG and CCP administration

. Proven experience in curriculum development and training programme leadership

. Experience collaborating with Institutes of Higher Learning (IHLs)

. Strong commercial acumen and financial oversight capability

. Excellent stakeholder management and leadership skills
