Job Description
- Monitor vessel operations for compliance with the Company's HSQE policies and procedures, ensuring that it is effectively implemented on board by means of responding to all HSQE reports within company's SMS.
- Ensure that practical procedures to meet the HSQE Objectives and Policies are developed, implemented and revised as required.
- Ensure fleet vessels compliance with SOLAS, MARPOL, STCW, MLC regulations, SIRE and Oil Major's requirements.
- Familiar with TMSA requirements, prepare and participate in Audits.
- Ensure cargo and ballast procedures are properly implemented on board and verify cargo and/or ballast plans for compliance with all safety aspects.
- Ensure fleet vessels Navigation practices/procedures meet Industry and Company standards and maintained through improved navigation practices, equipment, training and procedures. Review and verify passage plans.
- Monitoring SIRE Vetting Inspections status of fleet vessels, arrange and coordinate inspections. Response to observation/s until final close-out. Familiar with SIRE 2.0 requirements and attend vessels during SIRE inspection- as required.
- Liaise with and assist Masters keeping vessels always ready for PSC and FSC inspections. Responses to deficiencies observed during Port State Control (PSC) and Flag State Control (FSC) inspections and closeout timely.
- Laise with Masters keeping vessels always ready for Terminal inspections and response to Terminal for observations and close out.
- Coordinate preparation, approval and maintenance of procedure manuals/plans as required by related international conventions.
- Coordinate flag registrations and takeover or hand-over of vessels.
- Coordinate and arrange issuance and amendments to all vessel's trading & statutory certificates in close liaison with Technical and Insurance departments.
- Liaise with Charterers/Commercial Operators for pre and post fixing related matters of the voyage and ensure vessels are complying with all Charter party requirements of Time and Voyage Charters.
- Liaise with crewing department and ensure Officer's Matrix are met as per Oil Major's requirements. Participate in crew change planning.
- Must be familiar with International Environmental regulations, such as - IMO DCS and EU-MRV/ETS, Fuel EU Maritime, CARB etc. and assist vessels for compliance.
- Monitor vessels operate within the expected CII rating and update Owners/Charterers the rating time to time - as required.
- Assist HOD in any Marine, Operation and Safety matters.
- Assist with Hot work permits approvals and follow up with technical department, safety department and vessels for safe execution of all hot works outside designated areas.
- Review and response to monthly safety minutes and guide vessels as required.
- Participate in company emergency response and drills.
- Take lead in incidents and accidents investigations and make reports on time.
- Carry-out all internal audits (ISM, ISPS, MLC, Mooring, Cargo and Navigation) and safety inspection on board fleet vessels.
- Sail on board the vessel as required.
- Always ready to travel overseas to attend the vessels- as required.
- Participate in Officer's Seminar and play an active role.
- Briefing and De-briefing of Senior Officers, Interview of deck officers for recruitment, appraise the senior deck officers and review the appraisals of Junior deck officers. Participate in training of officers and cadets.
Requirements:
Qualification : Master Mariner with COC- 1 license for unrestricted capacity.
Experiences :
- Sea going experience in various types of tankers, particularly in Crude Oil Tankers, in senior positions.
- At least 12 months of sea time as Master in tankers is preferred.
- Shore Experience as Marine Superintendent for Tanker Operations for 2 years is required.
- Good Knowledgeable of regulatory, class requirements and international standards for Tanker operations.
- Must be conversant with ISM/MLC/SIRE/CDI and TMSA requirements.
- Familiar with SIRE 2.0 requirements.
- Certification for ISM, ISPS & MLC Internal Auditor.
Others :
- Ability to effectively work and communicate within multicultural office and shipboard environments.
- A good team player.
- Always ready to work after office hours, if required, to support vessel operations.
- Familiar with Microsoft software of Word, Excel, Power points etc.
