Job Description
The Manager for Programmes will support the MigrantWell Singapore Secretariat in developing, managing and growing a portfolio of care gap programmes and grants that address the needs and well-being of migrant workers in Singapore.
The role combines programme management, partnership development, grant administration, research, stakeholder engagement and governance support. The successful candidate will be expected to take ownership of assigned programmes from research and design through implementation, evaluation and growth, while ensuring strong partner relationships, sound grant management and clear reporting of impact.
Key Responsibilities
1. Programme Development & Management
- Manage a portfolio of care gap programmes and grants, covering research, programme design, implementation, evaluation and growth planning.
- Identify opportunities to strengthen existing programmes and develop new programme components to meet emerging needs and organisational targets.
- Translate research, stakeholder insights and beneficiary needs into practical programme recommendations.
- Draft and manage programme-related funding agreements, MOUs and other partnership documentation.
- Monitor programme delivery, milestones, outcomes and risks, ensuring timely follow-through and corrective action where required.
- Develop and refine programme performance indicators and metrics to support continuous improvement and demonstrate impact.
2. Partner & Stakeholder Management
- Build and cultivate strong working relationships with programme partners, corporates, community organisations, government agencies, healthcare institutions and other stakeholders.
- Anticipate partner needs and represent MigrantWell Singapore professionally across meetings, communications and engagements.
- Lead partner meetings and engagements, including preparing agendas, facilitating discussions, providing recommendations and ensuring clear follow-through on agreed actions.
- Identify opportunities to deepen partnerships and expand the reach and impact of MigrantWell programmes.
3. Governance & Secretariat Support
- Lead the planning and coordination of two Programme Committee meetings annually, including agenda development, papers, logistics, member availability and follow-up actions.
- Support the Head of Secretariat in the preparation and conduct of two Board meetings annually, including board papers, meeting coordination and follow-up.
- Prepare clear and accurate reports, presentations, programme updates and impact statements for the Programme Committee, Board and other senior stakeholders.
- Maintain proper documentation and records relating to programme decisions, partnerships, grants and governance matters.
4. Grant & Financial Management
- Manage grant disbursements and compliance in accordance with approved funding terms and programme plans.
- Track budget utilisation against approved budgets and milestones, identifying and escalating variances, risks or potential compliance issues promptly.
- Prepare accurate financial and narrative reports, templates and supporting documentation for funders and stakeholders.
- Ensure timely completion of fortnightly management updates and other required programme reporting.
- Clean, maintain and analyse data to support accurate reporting of the number and profile of companies benefiting from care gap programmes.
Requirements
- Degree in social sciences, public policy, business, communications, community development, or a related discipline.
- Minimum 5 years of relevant experience in programme management, grants management, partnerships, social impact, philanthropy, community development or a related field.
- Demonstrated experience managing projects or programmes from planning through implementation and evaluation.
- Strong stakeholder management skills, with the confidence to engage corporates, government agencies, community organisations and senior stakeholders.
- Strong writing, presentation and facilitation skills, with the ability to turn complex information into clear recommendations and reports.
- Comfortable working with budgets, programme data, reporting requirements and grant compliance.
- Strong organisational skills and attention to detail, particularly in managing multiple stakeholders, deadlines and workstreams.
- Able to work independently, exercise sound judgement and proactively identify issues and solutions.
- Experience in migrant worker issues, mental health, healthcare, social services or other social impact areas would be an advantage.
