Job Summary
We are seeking a structured, analytical and collaborative Compliance Manager to join our Leasing team. This role is responsible for strengthening processes, enhancing documentation standards and monitoring compliance across the department.
You'll play a key role in supporting governance improvements, identifying control gaps and working closely with cross-functional teams to implement practical solutions that improve transparency, accountability and operational efficiency.
Key Responsibilities
1. Governance & Control Enhancement
- Review and strengthen internal controls across the leasing lifecycle.
- Identify control gaps and implement sustainable corrective and preventive measures.
- Establish clear accountability, timelines and tracking mechanisms for control improvements.
- Provide periodic governance updates to Department Head.
2. Lease Compliance & Commercial Oversight
- Monitor compliance with key lease obligations
- Identify discrepancies between contracted lease terms and operational practices.
- Flag inconsistencies requiring addendum issuance, commercial discussion and operational rectification
- Establish structured compliance checklists for new and existing tenancies.
3. Process Governance Across Leasing Lifecycle
- Review and strengthen key process controls across the leasing lifecycle
- Ensure documentation completeness prior to possession
- Monitor fulfilment of fit-out conditions precedent
- Ensure proper documentation of concessions, side letters and waivers
- Establish clear documentation trails to ensure transparency, traceability and control integrity
4. Fit-Out & Operational Interface
- Work with Operations to ensure tenants operate within approved lease terms, including lease line demarcation, and approved use clause
- Highlight operational deviations from lease terms for corrective action.
- Ensure handover documentation is complete and properly recorded.
5. Reporting & Risk Monitoring
- Develop compliance dashboards to track key compliance indicators (e.g., GIRO status, sales reporting, security deposit validity).
- Provide monthly compliance reporting to Department Head.
- Monitor and flag systemic risk patterns.
6. SOP & Standards Development
- Develop and maintain leasing governance SOPs and documentation checklists.
- Standardise control practices across the department to improve consistency and accountability.
Required Qualifications
- Degree in Business, Finance, Real Estate, Risk, or a related discipline.
- Approximately 58 years of relevant experience in commercial leasing, retail property management, commercial governance, internal controls, or risk management.
- Experience in a retail, mall, or commercial real estate environment is an advantage.
- Familiarity with structured reporting, documentation standards, and risk monitoring frameworks.
Skills
- Good understanding of lease structures (e.g., base rent, GTO, turnover rent mechanics, use clauses, handover conditions).
- Experience in process mapping and internal controls.
- Strong attention to detail with a high level of documentation discipline.
- Strong stakeholder management and coordination skills.

Job Location & Schedule
- This role will be based in Resorts World Sentosa
- 5 days/week in-office
