About FRAP

As part of EDB's continuous efforts to develop the suite of industries in Singapore, the Finance, Risk & Assurance and Procurement (FRAP) division is an imperative business partner to our officers in the industry and policy groups.

As a FRAP business partner, you will be responsible for providing advisory on the procure to pay value chain. You will also be part of a team that is responsible for the data management and implementation of FRAP systems, which is critical in ensuring that EDB has access to accurate and relevant data at all times from a single point of access to help drive operational decision-making, policy-making and strategic planning by Corporate Management and line divisions within EDB. As this role requires extensive cross-functional partnership with various stakeholders, you will also get to learn about EDB's business from the line divisions directly and gain better understanding on policy considerations.

1. Engaging with relevant internal and external stakeholders on:

• Budget management such as budget analysis/evaluation, budget preparation, monitoring and reporting.

• Procurement activit7ies such as policy formulation, co-solution and vetting of procurement requirement specifications and approvals for compliance with procurement policies, guidelines and processes.

• Financial reporting and management which include accounts payable activities such as payment review and processing, fixed assets and tax accounting as well as theuse of data analytics to derive relevant insights/ trends and identify process improvement opportunities.

• Implementation/ Management of FRAP IT system(s), including process streamlining/ improvements, data preparation, cleansing, verification and migration as well as working closely with IT team on various system interface/integration requirements. This may also involve change management work where continual engagement and communications with system end users on the changes are required.

2. Identifying opportunities for continuous improvement, while keeping abreast of policies, processes and key risks.

• Bachelor's Degree in Accountancy, Finance or Business Administration or equivalent.

• At least 5 years of relevant experience, preferably in the areas of procurement, audit, and/or accounting.

• Excellent communication, interpersonal and project management skills.

• Good problem solving and critical thinking skills, results oriented and able to work effectively under pressure or on multiple priorities and projects.

• Knowledge in IT procurement, financial controls, Government Procurement Instruction Manuals, systems implementation and data analytics would be an advantage.

• Proactive, self-motivated,and able to deliver in a fast-paced environment.
