Job Summary
The Learning & Development Specialist in the Strategic HR team at the Institute of Public Administration and Management (IPAM) drives the design and delivery of innovative HR learning interventions. You will partner with public agencies to enhance HR capabilities through research, consultancy, and customised development programmes.
Responsibilities
- Conceptualise and deliver online, blended, and classroom learning interventions by identifying learning needs, designing curricula, developing training materials, and evaluating learning effectiveness
- Partner with public agencies to develop and customise learning and development interventions aligned with their strategic developmental plans
- Conduct research on emerging HR topics and translate insights into engaging learning products such as articles, videos, infographics, toolkits, case studies, and role plays
- Design and organise seminars, webinars, communities of practice, and exhibitions to disseminate trending HR knowledge and foster professional exchange
- Facilitate learning sessions and case study discussions to enhance participant engagement and knowledge application in training programmes
- Contribute to consultancy projects supporting public agencies transformation journeys by applying HR expertise and innovative solutions
- Manage programme logistics and timelines to ensure smooth delivery and achievement of learning objectives
- Analyse learning needs and evaluate programme outcomes to continuously improve learning interventions and impact
Preferred competencies and qualifications
- At least 2 years of experience designing learning interventions or programmes across multiple modalities including face-to-face, virtual, and blended formats
- Strong organisational, analytical, project management, and communication skills demonstrated through managing learning projects and stakeholder engagement
- Self-motivated, proactive, and resourceful with a commitment to developing people and advancing HR practices in the public sector
