Our Oil & Gas Downstream is looking for IT PMO Transformation Manager who will lead the PMO governance, vendor evaluation, and structured transition into new strategic IT vendors and platforms across all key business systems, ensuring delivery within agreed timelines, with full transition completed by December 2027, while maintaining uninterrupted retail operations.

You will be accountable for planning, governing, and executing the end‑to‑end transition into the to‑be IT landscape, including vendor strategy, vendor selection, onboarding, transition‑to‑run, and stabilisation.
You will ensure that newly selected vendors and platforms are fully embedded into the organisation's IT operating model, delivering stability, scalability, and long‑term value for the fuel retailing business.
Key Responsibilities:
1. To‑Be IT Landscape & Transition Governance
- Establish and operate PMO governance for all initiatives related to the to‑be IT landscape.
- Own the integrated master transition roadmap through to December 2027, covering:
- -Vendor selection
- -Contracting and onboarding
- -System migration and replacement
- -Transition‑to‑run and stabilisation
- Manage cross‑platform dependencies across:
- -Forecourt systems (POS, payments, site controllers)
- -Pricing, promotions, loyalty, and fuel card platforms
- -ERP, finance, supply chain, HR, and reporting systems
- Provide structured executive reporting on progress, risks, costs, and key decisions.
2. Vendor Evaluation & Selection (Strategic Focus)
- Lead PMO coordination for vendor evaluation and selection across all key systems, including:
- -RFP/RFQ governance and timelines
- -Evaluation criteria, scoring, and decision frameworks
- -Business, IT, security, and commercial alignment
- Ensure vendor selections align to:
- -Target IT architecture and operating model
- -Retail operational resilience and regulatory requirements
- -Cost, scalability, and long‑term roadmap fit
- Support contract finalisation and transition planning with Legal, Procurement, and Finance.
3. Vendor Transition & Onboarding
- Plan and govern the structured transition from incumbent/transition vendors to newly selected strategic vendors.
- Ensure robust transition plans covering:
- Knowledge transfer and documentation
- Data migration and system cutover
- Dual‑run and parallel operations where required
- Operational readiness and go‑live governance
- Coordinate multi‑vendor dependencies to avoid disruption to 24x7 retail and payment operations.
- Ensure all vendor transitions are completed and stabilised by December 2027.
4. Transition‑to‑Run& Operating Model Embedment
- Lead the formal transition‑to‑run (T2R) process for each system and vendor.
- Ensure ownership, RACIs, and support models are clearly defined and accepted.
- Validate completeness of BAU artefacts, including:
- -Runbooks and SOPs
- -Monitoring, incident, and change processes
- -SLA and KPI frameworks
- Support the handover from transformation teams to steady‑state IT operations.
5. Risk,Compliance & Service Assurance
- Identify and mitigate risks related to vendor transition, operational continuity, and compliance.
- Ensure all new vendors and platforms meet:
- -Security and cyber requirements
- -Data privacy and regulatory obligations
- -Payments and PCI‑DSS compliance
- Coordinate audits and assurance activities related to the to‑be IT landscape.
6. Benefits Realisation & Cost Optimisation
- Track benefits realisation tied to vendor refresh and system modernisation.
- Ensure transition delivers:
- -Improved service quality and stability
- -Reduced total cost of ownership
- -Increased agility for retail and digital initiatives
- Support vendor rationalisation and cost optimisation as steady state is achieved.

- Fully transitioned and stabilised to‑be IT landscape by December 2027
- Formal transition‑to‑run sign‑off for all platforms
- Clear IT ownership and vendor governance model

You are what we are looking for if you:
- Have 10+ years in IT PMO, IT Transformation, or Technology Transition roles
- Have proven experience leading vendor evaluation, selection, and transition
- Have background in retail, fuel retailing, or operationally critical environments
- Have experience managing large, multi‑vendor IT ecosystems
- Have strong PMO discipline (planning, RAID, financial and dependency management
- Have executive‑level stakeholder management
- Have deep understanding of IT operating models and transition‑to‑run
- Are able to manage complex change under fixed timelines
Preferred
- Fuel retail / downstream oil & gas experience
- PMP, PRINCE2, ITIL, or equivalent certification
Role Success Criteria
- Seamless transition to new strategic IT vendors
- Zero critical retail or payment disruption during transition
- All vendor transitions completed by December 2027
- Confident, stable BAU IT operating model
