Job Responsibilities of HR Manager:
I. Compensation & Benefits (Primary Focus)
- Ensure full compliance with statutory regulations and corporate/Headquarters C&B requirements (e.g., MOM, employment-related mandates, RBA).
- Conduct market benchmarking to maintain competitive compensation practices within manufacturing, contract manufacturing, and semiconductor industries.
- Plan, manage, and ensure timely completion of the annual merit increment and appraisal cycle.
- Recommend salary adjustments, promotions, and upgrades with sound market and internal equity considerations.
- Manage annual bonus planning and oversee payout execution in line with guidelines and approved budgets.
- Lead and participate in the annual manpower and C&B budgeting exercise.
- Stay updated on market trends and regulatory changes affecting compensation and benefits.
- Develop, update, and maintain HR policies, procedures, and documentation related to C&B.
- Serve as liaison for HRI and HRMC matters.
- Drive continuous improvement initiatives and support HR projects to enhance operational efficiency.
II. Training & Development
- Provide guidance to the HR Administrator on Training & Development functions.
- Oversee employee development needs to enhance capabilities and support business objectives.
- Conduct training needs analysis using competency models, and propose suitable programs and providers.
- Serve as internal consultant to design, recommend, and support implementation of learning and development solutions.
Requirements:
- Degree in Human Resource Management or related discipline.
- At least 5 years of managerial experience, preferably in a manufacturing environment.
- Senior Executives or Assistant Managers ready for progression are also welcome; suitable candidates may be appointed as Section Head instead of HR Manager.
- Strong hands- on knowledge in payroll, C&B and C&B analysis, Singapore employment laws and HR best practices.
- Experience with Training & Development is advantageous but not mandatory.
- Strong analytical, interpersonal, written, and oral communication skills.
- Meticulous, adaptable, open-minded, and demonstrates a positive work attitude.
- Hands-on approach with the ability to engage and guide HR teams.
- Knowledge of Responsible Business Alliance (RBA) requirements is an added advantage.
