Human Resources Manager (Engineering & Green Energy)

(1) Job Summary
- We are seeking a strategic and hands-on Human Resources Manager to lead and evolve the HR function of an established main contractor firm in Singapore.
- This is a high-impact leadership role that goes beyond traditional HR operationsyou'll partner with a management consultant and senior leadership to drive company-wide transformation across people, culture, and systems.
- As the primary HR lead, you'll spearhead critical changes in HR policies, performance frameworks, talent acquisition, and retention strategies across both white- and blue-collar workforces. This role will require a balance of strategic insight, practical execution, and team mentorship.
- Candidates with experience in construction, engineering and/or other technical sectors are highly preferred.
(2) Job Scope
- Act as the HR partner in all strategic programs alongside our management consultant
- Translate business transformation goals into HR roadmaps, workstreams, and measurable outcomes
- Support workforce optimisation, talent upskilling, digital HR implementation, and cultural change initiatives
- Overhaul and implement HR policies that align with MOM regulations and industry best practices
- Ensure full compliance with Singapore employment laws, CPF, work pass, and labour regulations
- Establish and manage KPI-driven performance management systems across all roles
- Develop competitive, fair compensation and benefits programs tailored to field and office staff
- Monitor market trends to recommend pay adjustments and incentives
- Lead full-cycle recruitment for office and field roles
- Collaborate with department heads on workforce planning and job design
- Oversee onboarding and orientation programs for new hires
- Design and execute retention initiatives including L&D, engagement programs, and recognition schemes
- Create clear career development pathways and development frameworks for all staff levels
- Serve as the go-to advisor for HR issues, grievances, and policy clarifications
- Ensure consistent and fair treatment across departments and worksites
- Champion an inclusive, values-driven culture aligned with the company's sustainability mission
- Oversee daily HR operations and mentor a junior HR team member
- Ensure effective administration of HRIS, leave, payroll records, and reporting
- Drive operational excellence and data accuracy in all HR deliverables
- Advise senior management on HR implications of strategic initiatives
- Provide data-driven HR insights to support manpower forecasting, restructuring, or growth planning
- Align HR strategy with green energy expansion and organizational development
(3) Job Requirements
- Bachelor's degree in HR Management, Business, or a related field
- Professional HR certifications (e.g. IHRP, SHRM, CIPD) are a strong advantage
- Minimum 3 years of managerial HR experience
- Experience in engineering, construction, or technical sectors preferred
- Strong knowledge of Singapore labor laws and MOM guidelines
- Demonstrated experience in policy drafting, performance management, and C&B frameworks
- Proven success in talent acquisition and employee engagement strategy
- Excellent communication and stakeholder management skills
- Able to mentor junior HR staff and influence at all organizational levels
- Strong project management skills and ability to manage change initiatives effectively
- Proactive, strategic thinker with a strong hands-on approach
