Job Description

We are seeking an experienced Human Resources Manager to lead and manage the full spectrum of HR functions, ensuring alignment with Group policies and compliance with statutory regulations. This role will drive strategic HR initiatives across compensation and benefits, manpower planning, performance management, employee engagement, industrial relations, and learning & development. The ideal candidate will be a proactive leader with strong analytical skills and a passion for fostering a positive workplace culture.

Key Responsibilities:

Policy and Practices

  • Aligns HR policies and procedures with Group policies and guidelines and complies with statutory regulations (e.g. Employment Act, CPF Act, IRAS)

Compensation & Benefits (C&B)

  • Creates and maintains Executive's information in HR system
  • Maintains supporting Executive payroll documentations and authorisations for internal and external audits
  • Oversees the administration of staff benefits like medical, hospitalisation, dental, workmen's compensation, staff insurance, staff uniform, and safety boots etc

Manpower Review and Planning

  • Facilitates manpower planning and budgeting exercise
  • Monitors and maintains workforce levels to align with approved headcount budgets

Performance Management & Reward System

  • Administers the annual Staff Performance Appraisal, Annual Increment, and Variable Bonus pay-out exercise for Executives and above

Employee Engagement and Culture

  • Implement and manage employee engagement initiatives and surveys to measure satisfaction, morale, and workplace culture
  • Analyse survey results, identify trends, and work with management to develop action plans that drive engagement and retention
  • Partner with Department Heads to foster a positive and inclusive workplace environment aligned with company values.
  • Plan and execute engagement activities, recognition programs, and internal communication to enhance employee experience

Industrial Relations Management

  • Assists in Collective Agreement negotiations
  • Handles staff grievances and complaints
  • Handles staff disciplinary issues and serves as the Secretary in the Board of Inquiry (BOI) where necessary

Learning & Development/Training Analysis

  • Conduct regular training needs analysis (TNA) to identify competency gaps and development opportunities across departments
  • Develop and implement annual training plans based on organizational goals and workforce capability requirements

Others

  • Prepares C&B statistics and monthly management reports
  • Manages ad-hoc duties in staff communication
  • Manages HR Process Improvement Projects or assignments

Job Requirements:

  • Minimum Education with bachelor's degree in human resources, business or related area
  • Minimum 7 years of Human Resource Management experience
  • Effective verbal and written communication skills
  • Demonstrated proficiency in the Microsoft Office suite
  • Experience with SuccessFactor will be an added advantage
  • Knowledge of a broad range of human resource strategies and practices, including compensation, performance management, safety, hiring, and employee relations
  • Ability to apply HR strategies and practices in compliance with employment regulations
  • Ability to create a culture of diversity, inclusivity, collaboration, and teamwork
  • Experience with analysing data to guide strategic employment planning
