Job Description

  • Manage and implement HR policies and procedures aligned with construction/logistics operational needs
  • Partner with management and site/operations teams on workforce planning and deployment
  • Provide HR advisory support on manpower issues, discipline, and employee performance
  • Manage end-to-end recruitment for office staff, site workers, drivers, operators, and supervisors
  • Plan manpower requirements based on project timelines and operational demands
  • Handle local and foreign worker recruitment, including subcontractor coordination where required
  • Manage Work Permit, S Pass, and EP applications, renewals, cancellations, and transfers
  • Ensure compliance with MOM regulations, quota, levy, medical, insurance, and housing requirements
  • Handle worker onboarding, repatriation, and overseas coordination when necessary
  • Handle employee misconduct, absenteeism, safety violations, and disciplinary actions
  • Conduct investigations and issue warning letters in accordance with company policy
  • Manage resignations, terminations, retrenchments, and dispute resolution professionally
  • Implement performance evaluation processes for office and operational staff
  • Support supervisors and project managers in managing performance and productivity
  • Coordinate mandatory training (safety, MOM requirements, skills upgrading)
  • Oversee payroll preparation for office and operational staff, including overtime and allowances
  • Ensure CPF, levy, and statutory contributions are accurate and timely
  • Manage leave, attendance, claims, and worker welfare matters
  • Ensure compliance with Employment Act, MOM regulations, and relevant industry requirements
  • Maintain employee records, site manpower documentation, and audit-ready files
  • Support inspections and audits by MOM, LTA, or other authorities when required
  • Prepare manpower reports, turnover analysis, and management updates
  • Maintain HR systems, employee databases, and confidential records
  • Continuously improve HR processes to support operational efficiency
  • Perform other ad hoc duties, responsibilities, and special projects as assigned by the Management.


Requirements:

  • Bachelor's degree
  • Minimum 3-5 years of HR experience
  • Excellent verbal and written communication skills
  • Ability to create, present and execute ideas, reports, and budgets
  • Ability to work both independently and collaboratively in a fast-paced environment
  • Proficient with Microsoft Office Suite especially Word and Excel
  • Strong knowledge in local employment laws and best practice
  • Strong problem-solving, conflict-resolution, and decision-making skills.
  • Ability to work independently and as part of a leadership team.
