As the company expands from a digital platform into more installation operations, we are looking for a capable and hands-on HR Manager to take over an HR function that has been built from the ground up and optimized for operational efficiency.
You'll be stepping into a fast-paced startup environment where systems are already in place, but ongoing oversight and operational discipline are key. This role is ideal for someone experienced in both corporate and field-based HR operations, with a strong grasp of compliance, recruitment, and workforce management.
Key Responsibilities:
- Support HR operations including recruitment, onboarding, offboarding, leave tracking, and personnel file maintenance.
- Oversee and process monthly payroll for senior associate level and below, ensuring accuracy in salaries, allowances, and deductions.
- Track and verify employee attendance and leave records, including off-in-lieu entitlements and job site check-ins.
- Manage the application, renewal, and cancellation of work passes (e.g., WP, S Pass, EP) in compliance with MOM regulations.
- Liaise with government agencies such as MOM and BCA for worker-related matters, ensuring timely follow-up and documentation.
- Coordinate and manage dormitory arrangements for foreign workers, including onboarding, off-boarding, and accommodation matters.
- Maintain accurate and up-to-date HR records, documentation, and reports, including employee files, contracts, and compliance documents.
- Maintain and update internal HR systems, trackers, and document templates to support daily operations.
- Support audits and compliance checks by preparing necessary HR and manpower-related documentation as required by authorities.
- Respond to government surveys, industry reports, and official submissions as required by statutory bodies (e.g., MOM, BCA, IRAS).
- Provide administrative support for HR policies and procedures, including drafting and updating HR policies and SOPs in consultation with management.
- Assist in coordinating performance reviews and other company-initiated evaluations, and support informal employee counselling when necessary.
- Support the planning and coordination of internal training sessions and collaborate with leadership to align employee development needs with potential career growth opportunities.
- Coordinate internal announcements such as office closures, festive events, and staff engagement activities, ensuring smooth planning and communication.
- Communicate and coordinate updates on employee matters, team concerns, HR initiatives, and company-wide announcements to management and employees in a timely and structured manner.
- Act as the communication liaison for HR-led initiatives, ensuring consistent and timely updates to all employees.
- Monitor workplace culture and share relevant insights with management when appropriate.
- Provide HR guidance and recommendations to management on employee relations, policy interpretation, and workforce matters, supporting informed decision-making.
- Lead efforts in talent acquisition and talent management to attract and retain top performers.
- Execute and support HR projects or tasks as directed by the COO and CEO.
Requirements:
- Diploma or Degree in Human Resource Management, Business Administration, or related discipline.
- Minimum 5 years of HR experience, preferably with exposure to the construction industry.
- Proven track record in recruitment, employee relations, performance management, and compliance.
- Hands-on experience with HRIS systems proficiency with Infotech is a strong advantage.
- Strong knowledge of Singapore labor laws and MOM regulations.
- Excellent communication and interpersonal skills.
