Job Description
Key Responsibilities
- Perform duties as a MOM-registered WSHO and NEA-registered ECO in accordance with applicable legislation, regulations, and codes of practice.
- Ensure compliance with statutory requirements, company HSE policies, safety rules, and environmental regulations.
- Implement and maintain project-specific HSE Management Systems and programs.
- Develop and implement workplace safety and environmental programs, including preparation and submission of the Site Environmental Control Programme (SECP).
- Conduct regular site inspections, safety audits, risk assessments, and compliance checks.
- Identify gaps in WSH and environmental systems and recommend appropriate corrective and preventive measures.
- Review WSH Management Systems (WSHMS), environmental reports, risk assessments, and safety performance.
- Lead incident and accident investigations and monitor the implementation of corrective and preventive actions.
- Conduct toolbox meetings, safety briefings, inductions, and HSE training for workers, contractors, and stakeholders.
- Coordinate Emergency Preparedness and Response Plans (EPRP), including emergency drills and maintenance of emergency equipment.
Job Requirements
- Diploma or Degree in Workplace Safety & Health, Environmental Management, Engineering, or a related discipline.
- MOM-registered Workplace Safety & Health Officer (WSHO).
- NEA-registered Environmental Control Officer (ECO).
- Minimum 5 years of relevant WSH/HSE experience in the construction industry.
- Strong knowledge of Singapore WSH and environmental legislation, regulations, and compliance requirements.
- Experience with SP, PUB, LTA, CAG, or other major infrastructure/construction projects will be an advantage.
- Good knowledge of risk assessment, incident investigation, PTW systems, emergency response, safety audits, and environmental management.
- Strong communication, coordination, reporting, and stakeholder-management skills.
- Able to work independently as well as effectively within a project team.
- Ability to travel between multiple project sites is preferred.
