HSE Officer

Role Overview

We are seeking a dedicated and qualified HSE Officer to oversee and drive Health, Safety, and Environmental compliance across our client's maritime operations. The ideal candidate will bring a strong background in shipping, oil & gas, or marine engineering, ensuring all operational practices align with strict international and regional HSE standards.

In this role, you will be responsible for implementing safety management systems, conducting risk assessments, leading incident investigations, and fostering a robust safety culture both onshore and on-board vessels.

Key Responsibilities

Operations & Risk Management

• Develop, implement, and maintain the company's HSE Management System (HSEMS) in compliance with maritime and offshore industry standards.
• Conduct comprehensive Job Safety Analyses (JSA) and risk assessments for shipboard, shipyard, and offshore operations.
• Carry out regular HSE audits, inspections, and vessel walkthroughs to ensure adherence to safe working practices and environmental policies.
• Oversee permit-to-work (PTW) systems, hot work safety, confined space entry, working at heights, and hazardous material handling.

Compliance & Regulatory Governance

• Ensure operational compliance with international maritime codes, including ISM, ISPS, SOLAS, MARPOL, and MLC.
• Monitor and apply regional and local HSE legislation, ensuring full alignment with relevant regulatory frameworks.
• Serve as the primary point of contact for external regulatory audits, flag state inspections, classification societies, and client HSE assessments.

Incident Investigation & Reporting

• Lead or participate in incident, accident, and near-miss investigations using root-cause analysis (RCA) methodologies.
• Formulate practical corrective and preventive action (CAPA) plans and track them to full implementation.
• Maintain accurate HSE logs, compile key performance indicator (KPI) reports, and deliver regular safety performance briefs to executive management.

Training & Safety Culture

• Plan and deliver HSE induction programs, toolbox talks, emergency response drills, and safety awareness workshops for shore staff and marine crew.
• Actively champion a strong Safety-First culture across all maritime assets and project sites.
• Participate in emergency response planning and act as a key member of the Incident Response Team during operational emergencies.

Qualifications & Requirements

Education & Experience

• Bachelor's Degree or Diploma in Marine Engineering, Naval Architecture, Health & Safety, Environmental Science, or a related discipline.
• Minimum 3-5 years of relevant HSE experience within the Shipping, Oil & Gas (Offshore/Onshore), or Marine Engineering sectors.
• Hands-on experience with vessel operations, shipyard management, or offshore maritime projects.

Regulatory Familiarity &Certifications

• Strong working knowledge of international and regional regulatory frameworks, including:

• OSHA (Occupational Safety and Health Administration)

• HSE UK (Health and Safety Executive, UK)

• US EPA (United States Environmental Protection Agency)

• IMO (International Maritime Organization - MARPOL, SOLAS, ISM Code)

• MoM (Ministry of Manpower) and other relevant regional safety bodies

• Professional HSE certifications (e.g., NEBOSH International General Certificate/Diploma, OSHA, ISO 45001 / ISO 14001 Lead Auditor, or Lead Assessor) are highly advantageous.
• Valid STCW certifications and BOSIET/OPITO qualification (preferred for offshore operations).

Competencies & Skills

• Proven proficiency in root-cause analysis techniques (e.g., 5-Whys, Fishbone, TapRooT).
• Strong leadership, interpersonal, and conflict-resolution skills.
• Excellent written and verbal communication skills, with the ability to effectively collaborate with vessel crews, marine engineers, and regulatory inspectors.
• Proficiency in MS Office Suite and digital HSE management software/databases.
