ROLE / JOB SUMMARY:
The Human Resources Specialist supports the execution of core HR functions and policies across the employee lifecycle. This role partners closely with business leaders, employees, and HR colleagues to ensure effective people practices, compliance with employment regulations, and positive employee experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Employee Lifecycle Management
. Support recruitment activities including job postings, interview coordination, and onboarding
. Manage employee records, contracts, confirmations, transfers, and exits
. Ensure accurate and timely updates to HR systems and personnel files
HR Operations & Administration
. Handle employee enquiries related to HR matters, benefits, and policies
. Coordinate probation reviews, contract renewals, and documentation
Employee Relations
. Serve as a first point of contact for employee relations matters
. Assist in managing attendance, disciplinary cases, and grievance processes
. Support investigations and documentation in line with company policy and labour laws
Compliance & Governance
. Ensure compliance with local employment laws and statutory requirements
. Support audits, inspections, and regulatory reporting where required
. Maintain accurate documentation and records for compliance purposes
HR Projects & Continuous Improvement
. Participate in HR projects such as policy review, system implementation, or process improvement
. Analyse HR data and prepare reports and dashboards
. Identify opportunities to improve HR processes and employee experience
ESSENTIAL JOB COMPETENCIES:
Technical
. Strong understanding of Singapore employment legislation and MOM practices
. Well versed with REC's HR policies and processes
. Experience drafting warning letters, separation documentation and investigation summaries
. Skilled at collaborating with Hiring Managers to identify and secure top-tier candidates aligned with role requirements
Analytical & Problem Solving
. Ability to identify issues, analyze patterns in attendance, grievances, misconduct and relevant information, and propose practical resolutions

. Strong case documentation and record-keeping

ADDITIONAL RESPONSIBILITIES:
. To perform other duties as assigned.
AUTHORITIES:
. Acting on-behalf of the Company as User in government platform i.e. WPOL, EPOL, MyMOM for the purpose of work pass application/renewal/termination for foreign employees.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
Technical / Professional:
. Bachelor's degree in Human Resources, Business Administration, or related field
. Minimum 5 years of relevant HR experience
. Familiarity with MOM guidelines, Employment Act, and workplace compliance
. Hands-on experience managing employee relations cases
Technological: Experience with HR systems and Microsoft Office applications
