Job Description

Lead HR operations, business partnering and people initiatives while supporting workforce and organisational development within a manufacturing environment.

We are partnering with an established technology manufacturing organisation to appoint an experienced HR Manager to lead the HR function in Singapore.

The role will provide leadership across HR operations, employee relations, HR business partnering, talent management and workforce planning, while working closely with business leaders to support organisational growth and employee engagement.



Key Responsibilities

HR Leadership

  • Lead the HR team and oversee day-to-day HR operations.
  • Coach and develop HR team members and ensure effective service delivery.
  • Manage HR priorities and drive continuous improvement across HR processes.
  • Build team capability and support succession planning within HR.

HR Operations & Governance

  • Ensure HR practices are aligned with Singapore employment legislation, MOM requirements and company policies.
  • Oversee payroll governance, HR administration and employee lifecycle processes.
  • Review and maintain HR policies, SOPs and documentation.
  • Support and coordinate internal and external HR audits.

HR Systems & Process Improvement

  • Oversee HRIS governance and data accuracy.
  • Lead HR system enhancements and User Acceptance Testing where required.
  • Identify opportunities for HR automation and process improvements.
  • Partner with relevant HRIS stakeholders on system development and enhancements.

HR Business Partnering

  • Partner with business leaders on organisational and people-related matters.
  • Provide practical HR advice on workforce planning, organisational design and talent strategies.
  • Support organisational change and business transformation initiatives.
  • Work closely with managers to address people-related challenges.

Employee Relations

  • Manage and provide guidance on employee relations matters and workplace investigations.
  • Support managers on performance, disciplinary and employee-related matters.
  • Coach managers on appropriate approaches to complex people situations.
  • Handle sensitive employee matters professionally and confidentially.

Talent & Performance

  • Lead annual performance management processes.
  • Support talent reviews and succession planning.
  • Partner with Talent Acquisition and Compensation teams on hiring and reward-related matters.
  • Identify organisational capability gaps and recommend appropriate development initiatives.

HR Analytics & Employee Engagement

  • Monitor key HR metrics including headcount, attrition, absenteeism, hiring effectiveness, overtime and retention.
  • Provide workforce insights and recommendations to business leaders.
  • Lead employee engagement, recognition and wellbeing initiatives.
  • Support employee surveys and follow-up actions.

Requirements

  • Bachelor's Degree in Human Resources, Business Administration or a related discipline.
  • Candidates with a Diploma and significant relevant experience will also be considered.
  • Minimum 8 years of progressive HR experience, including at least 3 years in an HR leadership or supervisory role.
  • Experience in manufacturing, semiconductor, engineering or other production environments is preferred.
  • Broad HR experience covering HR operations, employee relations, performance management, talent management and workforce planning.
  • Good knowledge of Singapore employment legislation, MOM regulations and HR practices.
  • Demonstrated experience leading, coaching and developing HR team members.
  • Strong stakeholder management skills and the ability to work effectively with business leaders and employees at different levels.
  • Strong analytical, organisational and problem-solving skills.
  • Experience with HRIS platforms and HR process improvement initiatives would be advantageous.
  • Experience with Oracle HCM would be advantageous.
  • Proficient in Microsoft Office, particularly Excel and PowerPoint.
  • Strong written and verbal communication skills.
  • Able to manage confidential information and sensitive employee matters with appropriate judgement and professionalism.
