Job Description

Purpose of Role

To provide dedicated, data-driven HR support to the operations of a Community Care Organisation. Reporting to the Senior Group HR Manager, this role focuses on delivering efficient people operations for nurses, care assistants, therapists, social workers, healthcare assistance, doctors (if any), and support staff. The HR Executive will use HR analytics and insights to support talent acquisition, staff retention, compliance, and workforce planning in a compassionate, regulated community care environment.

Key Responsibilities

1. Recruitment & Talent Acquisition

  • Assist in full-cycle recruitment for healthcare and care-related roles (Registered Nurses, Enrolled Nurses, Care Assistants, Therapists, Social Workers, etc.) and in the work pass applications (end to end)
  • Source candidates through JobStreet, MyCareersFuture, LinkedIn, polytechnics, ITE, and community care networks.

2. Onboarding, Offboarding & Staff Integration

  • Design and conduct comprehensive onboarding programmes, with emphasis on person-centred care, infection control, dignity in care, and organisational values.
  • Manage offboarding processes, including exit interviews and knowledge transfer.

3. Performance Management & Development

  • Support performance appraisal processes for care and clinical staff.
  • Track training hours, Continuing Professional Education (CPE) requirements, and staff competency development.
  • Identify training needs and measure effectiveness of training programmes using data.

4. Employee Relations & Engagement

  • Serve as the first point of contact for staff grievances, disciplinary matters, and performance issues.
  • Monitor staff engagement, turnover rates, absenteeism, and overtime trends, and provide insights to improve staff retention in a high-demand care environment.

5. Compensation, Benefits & Payroll

  • Process monthly payroll, including shift allowances, overtime, and care-related incentives.
  • Administer staff benefits such as medical insurance, hospitalisation & surgical coverage, and transport allowances.
  • Support annual salary review and compensation analysis.

6. Compliance & Regulatory Matters

  • Ensure full compliance with Employment Act, MOM regulations, Workplace Safety & Health (WSH) Act, PDPA, and Community Care sector requirements (AIC, MOH licensing standards).
  • Track and maintain valid certifications (SNB, WSQ, First Aid, CPR, etc.) for all care staff.
  • Monitor staff rosters to comply with manpower ratios and duty hour regulations.

7. HR Administration, Reporting & Workforce Planning

  • Prepare accurate job costing reports on direct and indirect manpower costs and overheads and associated numerical reports
  • Develop and maintain HR dashboards and generate regular reports on headcount, turnover, recruitment pipeline, training compliance, manpower costs, and absenteeism.
  • Support manpower budgeting, shift rostering planning, and workforce forecasting using historical data and trends.
  • Prepare monthly and quarterly HR analytics for the Group HR Senior Manager.

8. General HR Support

  • Provide day-to-day HR operational support to centre managers and programme heads.
  • Undertake ad-hoc HR projects and deliver data-driven recommendations.

Job Requirements

Education & Qualifications:

  • Diploma or Bachelor's Degree in Human Resources Management, Business Administration, or related field.
  • SHRI Certification (Certified HR Associate or Professional) is advantageous.

Experience:

  • Minimum 5 years of relevant HR experience.
  • Prior experience in community care, nursing home, home care, healthcare, or social service sector is highly preferred.

Skills & Competencies (Strong Emphasis on Data & Analytics):

  • Strong data-driven mindset with the ability to analyse HR data and provide actionable insights to management.
  • Experience with HRIS systems familiarity with Power BI or Tableau is a plus.
  • Good interpersonal and communication skills with the ability to engage with care staff and management empathetically.
  • High level of discretion, integrity, and professionalism.
  • Strong organisational skills and attention to detail.
