We are seeking an experienced and proactive Human Resources & Administration Manager to oversee all aspects of our HR functions and general office administration. The ideal candidate will be a strategic partner to the management team on people-related issues while ensuring the smooth and efficient operation of our office. You will be responsible for developing and implementing HR policies, managing the employee lifecycle, and providing a supportive and productive work environment for all staff.

Key Responsibilities

Human Resources Management:

a. Talent Acquisition & Onboarding:

  • Manage the end-to-end recruitment process, from job posting and sourcing to interviewing, selection, and job offer.
  • Develop and execute effective onboarding programs to integrate new hires seamlessly.

b. Compensation & Benefits:

  • Administer payroll in a timely and accurate manner, ensuring compliance with statutory regulations.
  • Manage employee benefits programs, including medical insurance, leave policies, and claims.
  • Conduct market benchmarking to ensure our compensation packages remain competitive.

c. Employee Relations & Engagement:

  • Serve as the primary point of contact for all employee queries and concerns.
  • Foster a positive work environment by implementing employee engagement initiatives, welfare activities, and communication channels.
  • Handle employee grievances and disciplinary matters professionally and confidentially.

d. Performance Management:

  • Implement and manage the performance appraisal cycle.
  • Coach managers on providing effective feedback and managing employee performance.

e. Learning & Development:

  • Identify training needs and coordinate relevant training programs to enhance employee skills and career development.
  • Promote a culture of continuous learning.

f. HR Policy & Compliance:

  • Develop, review, and update HR policies and procedures in line with Singapore employment laws (e.g., Employment Act, CPF Act, Tripartite Guidelines).
  • Ensure full compliance with all statutory requirements, including MOM filings, IRAS submissions, and Skills Development Levy (SDL).
  • Manage work pass applications, renewals, and cancellations.

Office Administration Management:

a. Facility Management:

  • Oversee the daily operations of the office, ensuring a clean, safe, and well-maintained work environment.
  • Manage relationships with landlords, vendors, and service providers (e.g., cleaners, pantry supplies, IT support).

b. Procurement & Inventory:

  • Manage office supplies, equipment, and asset inventory.
  • Source and negotiate with vendors to achieve cost-effectiveness.

c. Administrative Support:

  • Provide administrative support to the team, which may include travel arrangements, meeting coordination, and event management.
  • Manage company insurance policies and other administrative licenses.

Qualifications and Experience

  • Minimum of a Diploma in Human Resources Management, Business Administration, or a related field.
  • Proven experience in a generalist HR role, with solid exposure to office administration.
  • In-depth knowledge of Singapore employment legislation and HR best practices. Additional knowledge of government statutes in Malaysia, Hong Kong and Taiwan will be a strong advantage.
  • Experience in end-to-end payroll processing. Familiarity with common payroll software is a strong advantage.
