About SHECARES

The SHECARES Centre, an initiative by SG Her Empowerment (SHE), is Singapore's only dedicated support centre offering trauma-informed care and coordinated pathways for survivors of online harms - including cyberbullying, image-based sexual abuse, doxxing, and impersonation. Our services are open to all individuals residing in Singapore, across all age groups and genders.

We provide a safe, confidential environment for survivors through our helpline, textline, and face-to-face counselling. In partnership with Pro Bono SG, we facilitate access to pro bono legal assistance and support clients with protection order applications. As a trusted flagger, we also assist survivors in filing reports with law enforcement and social media platforms.

Recognising that online harms often intersect with offline abuse, approximately one-third of our cases involve both digital and physical forms of violence. Our services address the full spectrum of harm, supporting clients through online incidents and related offline abuse including physical and sexual violence.

SHECARES operates within SHE's broader mission of advancing gender equality and online safety, working alongside research, advocacy, programmes, and communications teams to drive systemic change.

The Opportunity

SHECARES is at an inflection point. Having established Singapore's first dedicated support centre for online harms survivors, we are now building toward a more comprehensive model of intervention - one that moves beyond crisis response to offer deeper, longer-term pathways for recovery and resilience. Over the next 2-3 years, the Head of the centre will play a defining role in stabilising and maturing our current operations, expanding our service architecture to address the full continuum of harm, and helping establish an ecosystem of care that addresses needs from early intervention through to sustained survivor empowerment.

The Head of SHECARES will guide practitioners in optimising their services to meet the diverse needs of individuals affected by online harms, ensuring that support is trauma-informed, survivor-centred, and responsive. Beyond maintaining practice standards, the incumbent will shape the next generation of the Centre's offerings, build staff capability for more complex casework, and position SHECARES as a regional model for how frontline digital safety services can evolve. The right candidate will leave their mark not just on how the Centre operates, but on what it becomes.

You will lead a team of 3 - including counsellors and a social service executive - manage the Centre's operating budget, and report directly to the CEO of SHE. As the face of SHECARES, you will represent the Centre at senior management discussions, board meetings, and engagements with government agencies and key stakeholders.

Key Duties & Responsibilities

Strategic Leadership

  • Lead the design, implementation, and continuous improvement of services across the Centre.
  • Establish and maintain robust clinical governance and risk management frameworks, including escalation and referral protocols to other SSAs, law enforcement, healthcare institutions, and technology platforms.
  • Drive innovation in trauma-informed and survivor-centred care models, particularly for sexual violence and other forms of gender-based violence.
  • Engage in policy and system-level discussions influencing online harms support, mental health, trauma, and survivor care.
  • Represent the Centre at regional and national forums, contributing to sector development and advocacy.

Service Delivery & Quality Assurance

  • Oversee day-to-day operations to ensure safe, responsive, and person-centred support services.
  • Ensure services are trauma-informed, inclusive, and culturally competent.
  • Establish and monitor quality assurance systems, KPIs, and outcome measurement frameworks.
  • Ensure safeguarding, confidentiality, and data protection standards are maintained at all times.
  • Maintain robust risk management frameworks, including information governance and online safety protocols.

Team Leadership & Workforce Development

  • Lead and manage a multidisciplinary team of counsellors, case workers, and volunteers.
  • Facilitate access to supervision, relevant training, and development opportunities to strengthen team capability and confidence.
  • Foster a culture of continuous learning, reflective practice, and professional growth.
  • Manage the Centre's operating budget, including vendor contracts and programme expenditure.

Multi-Agency Engagement & Partnerships

  • Build and maintain strong partnerships with healthcare institutions, social service agencies, government agencies, law enforcement, and technology platforms.
  • Participate in cross-sector policy forums, taskforces, and advisory boards.
  • Act as the public-facing representative of SHECARES, supporting communications and senior stakeholder engagement.

Research, Evaluation & Advocacy

  • Lead or support programme evaluation, quality improvement, and research initiatives to elevate service impact.
  • Pioneer approaches in the online harms space and contribute to setting new standards of practice.
  • Advocate for survivor needs and evidence-based practices in policy and community forums.

Requirements

Essential

  • Significant senior leadership experience in a service delivery environment - e.g., victim support, safeguarding, online safety, social care, or a related sector.
  • Demonstrable experience leading and managing multidisciplinary teams.
  • Strong understanding of safeguarding, risk management, and trauma-informed practice principles.
  • Experience in strategic planning, governance, and performance management.
  • Excellent stakeholder management and partnership-building skills, including experience collaborating with law enforcement, judicial bodies, and healthcare institutions.
  • Strong written and verbal communication skills comfortable representing the organisation at senior and public forums.

Desirable

  • Demonstrable expertise in sexual violence victim care and trauma interventions.
  • Training experience, including delivery of programmes for internal staff and community partners.
  • Experience with mentoring and consultation on specific therapeutic modalities (e.g., TF-CBT).
  • Past experience with triage and consultation with APS or CPS.

Location & Working Arrangements

We adopt a hybrid working arrangement. Our office is centrally located in the Holland Village area and is accessible by public transport. The Head of SHECARES will be expected to be present at all senior management meetings and key stakeholder engagements, including with board members and government agencies.
