Job Description

Head of HR, Singapore

Frazer Jones has been exclusively retained on a confidential basis to appoint a Head of HR based in Singapore. This individual will lead the full spectrum of Human Resources for a large, unionised local organisation with a workforce of approximately 1,000 employees. This is a permanent, full-time position based in Singapore and is 5-days onsite. As part of the role, you will be required to travel to multiple locations in Singapore as well.

In this critical HR leadership role, the successful candidate will partner closely and directly with the company's founders to drive the people agenda across a workforce comprising frontline operations, site-based employees, and corporate functions. About 35% of the employee population comprises a blue-collar workforce. As the business continues to invest in operational excellence, workforce stability, and long-term growth, this role will be instrumental in building and strengthening HR foundations, enhancing workforce engagement, developing leadership capability, and ensuring people practices effectively support business performance and operational objectives.

Key Responsibilities

In a hands-on capacity, this role will oversee the end-to-end HR agenda for Singapore across multiple operational sites. The Head of HR will serve as a trusted advisor to senior leadership, driving strategic workforce planning, talent management, succession planning, employee engagement, industrial and employee relations, organisational effectiveness, and culture-building initiatives.

The role will need to ensure strong operational HR execution across recruitment, establishing and strengthening frameworks for performance management, compensation and benefits, manpower planning, compliance, whilst overseeing the employee lifecycle management. Given the nature of the workforce, the successful candidate will play a critical role in fostering positive employee relations, managing complex workforce matters, supporting labour-intensive operations, and ensuring compliance with Singapore employment legislation and regulations. This role is expected to remain highly visible and hands-on, with regular engagement across operational sites and business functions.

Ideal Profile

The client seeks an experienced HR leader with strong operational and strategic HR expertise gained within industrial, manufacturing, logistics, engineering, transportation, construction, or other blue-collar workforce-intensive environments. Experience managing large employee populations across multiple operational locations and supporting frontline workforce segments will be highly advantageous. As a guideline, candidates should bring at least 15 years of progressive HR experience, including leadership responsibility for sizeable workforces in Singapore.

The successful candidate is able to demonstrate a proven track record in partnering closely with business leaders in fast-paced operational environments, together with the ability to balance strategic priorities with hands-on execution.

What's On Offer

This is an opportunity for seasoned HR leaders to continue leading the HR function, for a well-established organisation with a significant operational footprint in Singapore. You are committed to drive transformative change, partner closely with the founders and mentor the existing HR team to achieve successful outcomes for the company.
