Head, Leadership Development (PME)

To lead the strategic design and implementation of leadership development and community-building initiatives to identify, develop, and sustain a strong pipeline of PME leaders and advocates. The role works closely key stakeholders within Labour Movement to integrate leadership development outcomes into meaningful advocacy, representation, and leadership pathways.

Key Responsibilities

Leadership Development & Pipeline Building

  • Design and implement a structured and sustained pipeline to identify, nurture, and deploy emerging PME leaders and advocates.
  • Develop and launch leadership discovery and talent identification initiatives to surface high-potential PMEs across sectors.

Programme Strategy & Delivery

  • Develop leadership development frameworks and programmes that build leadership capability, advocacy readiness, and public engagement skills.
  • Curate exposure and development opportunities such as leadership platforms, and sectoral engagements to accelerate leadership growth.

Community & Stakeholder Engagement

  • Build and sustain a strong community of PME advocates and leaders, enabling peer learning, collaboration, and long-term engagement.
  • Partner unions and relevant stakeholders to co-develop leadership initiatives aligned with organisational and sectoral priorities.

Job Requirements

  • Degree in Business, Human Resource Development, Social Sciences, Public Policy, or related disciplines.
  • Minimum 8–10 years of relevant experience in leadership development, talent development, community building, or stakeholder engagement.
  • Strong strategic thinking and programme design capabilities.
  • Proven stakeholder management and partnership-building skills.
  • Ability to influence and develop emerging leaders.
  • Strong communication, facilitation, and analytical skills.
