Job Purpose
The Head of Human Resources plays an integral role in aligning human resources strategies with organisational goals, and manages the HR operations to ensure legal compliance and operational efficiency. This is a middle management role covering the full spectrum of the HR functions ranging from talent acquisition and retention, compensation and benefits administration, performance management, policy review and formulation, employee relations as well as the integration of diversity, equity, and inclusion. Supported by the team, the Head of HR will partner and engage the various stakeholders to strengthen the organisational culture and ensure a motivated workforce with shared values, driving high employee engagement and sustained high performance, to achieve the Society's humanitarian mission.
Job Responsibilities
Operations
. Ensure HR strategies are aligned with organisational mission and objectives, and HR policies are aligned with organisational culture and values, and adhered to
. Review processes across employee lifecycle, from recruitment and onboarding to development, retention, and offboarding
. Partner with senior leadership to optimise organisational design and structure, support growth and transformation initiatives, and manage change
. Present HR insights, analytics and trends to leadership for informed decision-making
. Ensure adherence to labour laws, regulations and policies
. Manage HR Operations including Recruitment, Employee Relations, Workforce Administration, Employee Engagement, Payroll, Reward and Recognition, as well as maintaining and improving HR systems
. Oversee recruitment and retention strategies to attract and retain top talent
. Foster a positive work environment by addressing employee concerns and resolving conflicts
. Implement and oversee employee engagement initiatives to maintain a high level of employee satisfaction
. Manage competitive compensation and benefits programme, with salary benchmarking and compensation analysis
. Oversee the performance management process, implement performance metrics and analytics to measure HR effectiveness and drive continuous improvement
. Strengthen the collaboration and teamwork across the organisation and promote a culture of continuous learning, high engagement and high performance
. Secretariat to HR Committee
. Mentor and develop HR team capability and capacity for HR Partnering
. Allocate resources effectively and manage departmental budgets
Job Specifications
Qualifications and Experience
. Degree, preferably in Human Resources Management or Business Management
. 8 years of overall progressive HR experience with at least 3 years management experience
. Demonstrate knowledge and experiences in key HR functions - total rewards, talent acquisition and business partnering
. IHRP certified preferred at Senior Professional level
Additional Skills and Knowledge
. Good presentation and report writing skills
. Excellent with Microsoft Office Applications (Word, Excel, Access and Powerpoint)
. Good knowledge of employment law and regulations, and HR practices
. Excellent communication and interpersonal skills to connect and influence every stakeholder in the business
. Experience in the social service sector or healthcare sector is an advantage
. Strong leadership and people management skills, with the ability to influence and inspire others to achieve the desired outcomes
