Job Overview
This role serves as the senior leader responsible for overseeing all legal and compliance functions of the company. The General Manager, Legal and Compliance will ensure that the Department is effectively structured, well-staffed, and strategically aligned with the company's objectives. The position is accountable for developing and implementing management plans, internal policies, and compliance frameworks, while ensuring adherence to laws, regulations, and industry standards relevant to international oil & gas trading.
Responsibilities
- Organize and formulate management plans for the Department's function configuration, staffing size, annual budget, work allocation, staff demand/recruitment/training, post mobilization, staffing rank and salary, staff performance assessment, etc., and implement these plans accordingly.
- Organize and implement internal policies, strategic plans, and management requirements related to legal and/or compliance, in accordance with the company's internal rules, bylaws, and workflows.
- Formulate the Department's annual work plan, report work progress at appropriate intervals, and conduct regular work reviews and summaries.
- Develop the Department's internal rules and workflows, decompose goals and tasks for each work team, make adjustments when necessary based on actual conditions, and assess all items involving the Department to make sound decisions.
- Carry out the work within the scope of the Department's duties, including contracts, compliance, internal policies and bylaws, dispute resolution, project support, management of external lawyers, trademark protection, rights protection, etc., and regularly report on progress and results in line with company policies.
- Maintain strong working relationships with the Group, Headquarters, and their relevant departments, ensuring effective communication, coordination, and reporting as appropriate, and work closely with all stakeholders.
- Inspect and guide the company's subsidiaries in properly handling legal and compliance matters.
- Complete other tasks or missions as assigned by Headquarters (HQ).
Requirements
- Master's degree or equivalent.
- Majors in law or legal management preferred candidates with a law education background are strongly preferred.
- At least 15 years of legal work experience in large international trade enterprises, including a minimum of 5 years in a managerial position. (For candidates with exceptional performance and ability, these requirements may be relaxed.)
- Solid knowledge of applicable government policies, laws and regulations, market practices, and industry rules and standards related to oil & gas international trading.
- Strong strategic thinking, with the ability to understand and implement the company's strategies and decisions.
- Proven leadership, team-building, and decision-making skills.
- Excellent organizational, communication, coordination, and interpersonal skills.
