This role is based in NTUC's Industrial Relations & Analysis Department. You will be part of the research and analysis team which:
- Analyses labour market, economic and industrial relations data;
- Generates actionable insights on patterns, trends, opportunities, and risks impacting Singapore's workforce;
- Develops data-driven policy recommendations to support business units and front-line officers in securing and advancing workers interest; and
- Works with tripartite partners on the formulation and implementation of labour policies addressing evolving workforce and industrial relations issues.
Responsibilities
1. Labour market, economic and industrial relations analytics
- Monitor macroeconomic conditions and labour market developments.
- Develop indicators, analytical framework and dashboards to track emerging issues and early warnings signals.
- Apply machine learning, predictive analytics and forecasting techniques to anticipate economic growth and employment outcomes.
2. Data analytics and research design
- Conduct statistical analysis to identify patterns and trends in the union and industrial relations landscapes.
- Identify emerging issues and formulate specific research questions, hypotheses and analysis plans.
- Design and implement quantitative and qualitative research instruments, including surveys, interviews, workshops and focus group discussion, to collect, validate and deepen insights.
- Innovate and continuously enhance data collection processes, research methodologies and information sources through proactive engagements with internal and external stakeholders.
- Apply artificial intelligence and robotic process automation to improve the efficiency and effectiveness of data collection and analysis.
3. Policy formulation and implementation
- Support management reporting related to research, analysis and labour policy matters.
- Work closely with Government agencies and tripartite partners on labour policy matters, including the formulation of tripartite advisories/guidelines and support for policy implementation.
Requirements
- Strong analytical capability, storytelling and attention to detail.
- Keen interest in advancing workers interests through data-driven analysis.
- Keen interest in current affairs and a strong grasp of labour market, social, economic and industry developments.
- Strong communication and interpersonal skills, with the ability to engage with internal and external stakeholders.
- Experience in econometrics, data science and data visualisation. Proficiency in tools such as R, Python and/or PowerBI is preferred.
- Ability to translate complex information into clear reports and presentations.
- Minimum 2-3 years of relevant working experience in research, statistical, econometrics or related fields. Working experience in industrial relations and/or human resource will be an advantage. Entry level candidates with relevant disciplines are also welcome to apply.
