Job Description

Job Responsibilities

General Purchasing

. Work closely with internal stakeholders to understand their requirements, review specifications and formulate procurement approaches/ strategies appropriate for the purchases. Source, negotiate and process purchase orders for all approved purchase requisitions.
. Follow-up on PO closure, including delivery of product and services, and invoice processing.
. Maintaining proper documentation and audit trails for all procurement activities related documents and decisions.
. Analyse spend and procurement data to identify gaps, and contribute to improvements in processes, workflows, and system utilization to enhance efficiency and consistency

Evaluation and Tender Process Administration

. Work closely with internal stakeholders to develop requirement specifications, evaluation criteria, and project timeline to ensure that tenders are launched and completed in timely, effective and compliant manner
. Assist in the preparation of tender documentations
. Facilitate site briefings, tender clarifications, tender interviews and tender evaluations
. Consolidate proposal submission, and perform price analysis and compliance checks
. Consolidate tender evaluation scoring, analyze evaluation outcome
. Prepare Letter of Award, etc

Others

. Assist in the preparation of reports and statistics as required
. Actively review internal stakeholders feedback, address issues and seek continuous improvement
. Support internal and external audits to ensure compliance
. Perform other duties as assigned

Job Specifications

. Degree holder with minimum 3 years of relevant experience in procurement, purchasing, or tender management. Diploma holder with minimum 5 years of relevant experience may be considered.
. Proficient in managing end-to-end procurement processes with a good understanding of governance and ensuring compliance with hospital policies and regulatory requirements.
. Detail-oriented, organized, and methodical.
. Strong stakeholder management and communication skills, and is adaptable to change.
. Able to manage a huge volume of projects and/ or vendors simultaneously.
. Proficient in Microsoft Office applications.
. Experience in the healthcare sector and project buying will be an added advantage.
