Job description
We are seeking an experienced and dynamic Contracts Director to lead our Contracts Department and oversee the full contract lifecycle for a portfolio of public and private sector projects in Singapore. The ideal candidate will have deep expertise in both pre- and post-contract functions, with a proven track record of delivering results across residential and commercial developments.
Responsibilities:
- Lead the Contracts team, managing a team of Quantity Surveyors, Contract Managers, and support staff.
- Provide strategic input to the executive leadership on contractual risk, procurement strategy, and commercial performance.
- Oversee preparation and review of tender documentation, cost estimates, and procurement strategies.
- Advise on contract conditions (e.g., PSSCOC, SIA, REDAS, FIDIC) and participate in risk identification and mitigation planning.
- Lead contract negotiations with clients, consultants, and subcontractors.
- Ensure alignment of contract terms with company policies and project objectives.
- Monitor and control project budgets, valuations, and cost reporting.
- Manage claims, variations, extensions of time (EOTs), and final account settlements.
- Oversee subcontract administration, including award, payments, and closeout.
- Ensure compliance with contract terms and statutory requirements (BCA, MOM, IRAS, etc.).
- Provide commercial leadership across multiple ongoing projects (HDB, private residential, commercial, and mixed-use).
- Ensure consistent application of contractual and commercial best practices.
- Liaise with project directors and delivery teams to resolve disputes and commercial issues.
- Build strong relationships with clients, consultants, subcontractors, and regulatory bodies.
- Represent the company in high-level contract meetings and negotiations.
Requirements:
- Education: Degree in Quantity Surveying, Building, Construction Management, or related field.
- Experience:
Minimum 15 years of relevant experience in contracts management within the construction industry.
At least 5 years in a senior contracts leadership role, ideally with a Tier 1 main contractor in Singapore.
Proven experience managing both HDB and private sector projects (e.g., commercial, residential, infrastructure). - Strong knowledge of Singapore's construction laws, building codes, and contract standards (PSSCOC, SIA, etc.).
- Experience in both pre- and post-contracts lifecycle.
- Excellent negotiation, analytical, and communication skills.
- Strong leadership and team management capabilities.
- Membership in relevant professional bodies (e.g., SISV, RICS) is an advantage.
