Overview
We are seeking a driven and experienced Business Development Manager to expand our contract staffing, outsourcing, and BPO manpower solutions portfolio. This role requires strong experience in recruitment, manpower project sales, and end-to-end tender/RFP/RFQ management, with the ability to perform solutioning and costing for manpower tenders.
The ideal candidate is commercially sharp, confident in presentations, and has a proven track record of winning both government and commercial manpower contracts.
Key Responsibilities
1. Business Development & Sales
- Acquire new business for contract staffing, outsourcing, and BPO manpower solutions.
- Identify and develop opportunities across government agencies, GLCs, MNCs, and commercial clients.
- Build consultative relationships and present tailored proposals to clients.
- Maintain a strong sales pipeline and deliver consistent revenue results.
2. Tender / RFP / RFQ Management (Including Solutioning & Costing)
- Lead the full tender cycle: opportunity tracking, qualification, proposal writing, costing, submission, clarifications, negotiation, and award.
- Perform detailed solutioning and costing, including manpower costing, pricing models, operational workflows, resource planning, and profitability assessments.
- Prepare all tender documents such as technical write-ups, compliance checklists, method statements, and implementation plans.
- Collaborate with Ops, Recruitment, HR, Finance, and Legal to ensure proposal accuracy and feasibility.
3. Expertise in Tender Platforms
- Manage tender submissions via:
- GeBIZ
- SAP Ariba
- SESAMi
- Other procurement portals
- Ensure vendor compliance, documentation accuracy, and timely submissions.
4. Recruitment & Contract Staffing Solutioning
- Work with project recruitment teams to design sourcing and fulfilment strategies for contract staffing and outsourced workforce models.
- Conduct market research, salary benchmarking, and manpower feasibility assessments.
- Provide clients with clear solution presentations, deployment models, and delivery frameworks.
5. Client Engagement, Presentation & Stakeholder Management
- Build strong relationships with HR teams, procurement, and business stakeholders.
- Confidently present solutions, proposals, and pricing to clients and internal stakeholders.
- Lead commercial discussions and negotiate terms.
- Ensure effective transition and handover of awarded projects to operations teams.
6. Revenue & Pipeline Management
- Achieve designated sales and revenue KPIs.
- Keep accurate pipeline data, forecasting, and reporting updated.
- Conduct post-bid analysis to improve future tender strategies.
Requirements
- Minimum 3–5 years of experience in contract staffing, outsourcing, BPO, or recruitment business development.
- Strong hands-on experience with tender/RFP/RFQ solutioning, costing, and submission.
- Proven success in winning government and commercial manpower projects.
- Strong knowledge of procurement platforms: GeBIZ, Ariba, SESAMi, etc.
- Confident presenter, comfortable delivering proposals to clients, senior stakeholders, and internal teams.
- Excellent communication, proposal writing, and negotiation abilities.
- Strong commercial acumen and ability to build pricing and costing models.
- Highly organised, deadline-driven, and capable of managing multiple bids simultaneously.
- Diploma or Degree in Business, HR, or related disciplines preferred.
