We are hiring a Business Analyst (80%) with Scrum Master responsibilities (20%) to support large-scale Singapore Government IT systems.
We are looking for someone structured, decisive, and delivery-focused able to operate confidently within strict governance, audit, and compliance environments.
Key Responsibilities
Business Analysis (Primary)
- Lead requirements gathering with business users, government officers, and vendors
- Produce BRD/FRD, user stories, process flows, interface specs
- Ensure traceability, governance compliance, and change control discipline
- Bridge business, technical, and SI/vendor teams
- Support SIT/UAT, integration, and production rollout
Scrum Master (Secondary)
- Facilitate Scrum ceremonies and ensure backlog readiness
- Drive sprint predictability and delivery discipline
- Remove impediments and highlight risks early
Requirements
- 58 years IT delivery experience
- 3+ years as Business Analyst in large-scale systems
- Experience in Singapore Government / Public Sector IT
- Strong Agile + SDLC (Waterfall/Hybrid) knowledge
- Experience with multi-vendor environments
- Hands-on Jira / Confluence / Azure DevOps
