We are seeking a highly experienced and strategic leader to head the Government Digital Solutions Business Unit, responsible for delivering enterprise-grade digital platforms and applications for Whole-of-Government (WOG) customers.
This is a senior leadership role combining P&L ownership, product strategy, enterprise delivery, and stakeholder management, working closely with cross-functional teams and major enterprise software partners to support Singapore's digital government agenda.
Key Responsibilities
- Lead the Government Digital Solutions BU with full P&L responsibility, overseeing product strategy, innovation, and delivery.
- Drive the development and delivery of enterprise digital solutions such as workflows, portals, case management systems, and data platforms.
- Ensure solutions align with national digital frameworks (e.g. GCC, Zero Trust, IM8) and meet security and compliance standards.
- Build and manage strategic partnerships with enterprise software OEMs, overseeing platform integration and vendor performance.
- Ensure programmes are delivered on time, within budget, and to quality standards, including managing escalations.
- Lead, mentor, and grow high-performing cross-functional teams across product, architecture, engineering, and delivery.
- Act as a trusted advisor and executive sponsor for senior government stakeholders and key customers.
Requirements
- 10+ years of senior leadership experience in enterprise software delivery, public-sector programmes, or large-scale digital transformation.
- Strong track record delivering complex, multi-agency enterprise systems.
- Proven experience managing OEM partnerships, enterprise platforms, and vendor engagements.
- Solid exposure to P&L ownership, contract management, and large programme delivery.
- Good understanding of government digital frameworks, cloud platforms (AWS, Azure, GCP), and security/compliance standards.
- Experience with Agile / DevSecOps delivery models certifications are an advantage.
- Exposure to AI-enabled or cloud-based digital solutions is a plus.
- Strong stakeholder management skills, especially with senior government or enterprise leaders.
- Proven people leadership capability and high integrity.
