Job Description

Technical, Tendering & Commercial Support

. Provide design-related support and guidance to site supervisors/coordinators

. Resolve technical issues while driving continuous improvement in scaffolding/ staging / formwork/ falsework / Painting / Insulation

. Perform site assessments, surveys, and technical evaluations for tendering along with project feasibility as well as monitoring for ongoing projects

. Participate in tender submissions such as technical statements and pre-qualification documents for bidding new projects and maintenance contracts.

. Attend technical and commercial discussions with clients

. Support cost estimation, BOQ preparation and pricing exercises

. Coordinate across operations, procurement, accounts, contracts and project teams for project costing and budget monitoring

Business Development

. Improve company profile through certifications, technical capability development and stronger operational systems

. Support company's growth by business networking, contributing to market expansion, client engagement, and revenue generation strategies.

. Assist senior management in identifying new business opportunities and market sectors

Quality Assurance & Compliance

. Develop and maintain company quality systems and operational procedures

. Ensure compliance with ISO standards, bizSAFE requirements, MOM regulations and relevant industry codes Ver 1.0 8-Apr-2026

. Coordinate internal and external audits

. Maintain document control systems for technical reports, certifications, drawings and project records

. Monitor non-conformance reports, corrective actions and quality improvement initiatives

. Support safety, environment and compliance reporting

Leadership & Internal Coordination

. Prepare risk management reports, management reports, KPI summaries and operational updates

. Monitor project performance ensuring alignment with strategic objectives.

. Assist senior management in strategic planning and process improvement initiatives

. Support company across Environment, Health & Safety (QEHS) initiatives across its systems.

. Coordinate ISO systems, audits, compliance and corporate governance matters

. Support policy development, SOP reviews and process improvement initiatives

. Track certification renewals, legal compliance and governance obligations

Requirements

. Minimum Bachelor's Degree in Civil and Structural Engineering from a recognized university accredited by Professional Engineer Board and the Institution of Engineers, Singapore.

. Minimum 5-8 years of relevant experience in construction, scaffolding, insulation, or maintenance projects.

. Familiar with Singapore's construction code of practices and regulatory requirements.

. Experience in quality management systems, design, consultancy or site supervision is advantageous.

. Valid certifications such as BCSS, Risk Assessment, ISO 9000/ISO 14001/ISO 45001 Internal Auditor, etc., are advantageous.

. Strong proficiency in coordination and tendering, with a focus on costing, team leadership, and ensuring compliance with audit standards and Project Management frameworks.

. Proven leadership and excellent written and verbal communication skills. . Demonstrated ability to balance diverse priorities - technical, commercial, and operational across multiple projects.

. Proficient in Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.
