Job Responsibilities:

Reporting to the Senior Manager (Security & Transport, Fire Safety), the Assistant Manager is responsible for the management and operational performance of the Security, Carpark and Mortuary functions across JurongHealth Campus.

The incumbent is accountable for the implementation of departmental policies, operational readiness, service delivery, incident management, investigations, compliance, workforce capability and continuous improvement of Security, Carpark and Mortuary operations. The incumbent supports the Senior Manager in Transport and Fire Safety matters as required.

Security Operations

• Lead and manage the day-to-day security and carpark operations across JurongHealth Campus.
• Implement security policies, SOPs, operational frameworks and contingency plans established by the department.
• Ensure operational readiness of security manpower, equipment and resources to support business and emergency requirements.
• Oversee security deployments, patrol operations, access control, surveillance and incident response activities.
• Lead the management and investigation of security incidents and ensure proper documentation, evidence management and follow-up actions.
• Monitor operational performance, incident trends and security risks, and implement corrective actions where necessary.
• Oversee the administration and operational effectiveness of CCTV systems, access control systems, intrusion prevention systems and security alarm systems.
• Manage the operations and performance of carpark services and carpark systems.
• Support the planning and execution of security exercises, drills, emergency preparedness initiatives and special operations.
• Work closely with internal stakeholders and external enforcement agencies to address operational security matters.

Mortuary Operations

• Oversee end-to-end mortuary operations to ensure safe, respectful and efficient handling of deceased patients.
• Drive risk management with zero tolerance for critical incidents (e.g. misidentification, wrongful release).
• Ensure compliance with procedures governing the identification, transfer, storage and release of deceased patients.
• Deliver high-quality, dignified services to next-of-kin with cultural and religious sensitivity.
• Ensure readiness of mortuary facilities, equipment and infection control standards.
• Monitor operational performance and service quality to ensure timely and effective mortuary facilitation.
• Identify process gaps and implement improvement measures to strengthen operational effectiveness and service excellence.
• Coordinate with wards, clinical departments, undertakers, enforcement agencies and other stakeholders to ensure timely and compliant case management.

Transport Operations

• Support the Senior Manager in ensuring operational continuity of patient transport services.
• Assist in transport contingency planning, service recovery and operational coordination during incidents or manpower disruptions.
• Support departmental initiatives relating to transport operations and service improvements where required.

Fire Safety

• Support the Senior Manager / Senior Fire Safety Manager in the implementation of the hospital Fire Safety Programme.
• Participate in fire safety inspections, audits, investigations, emergency exercises and preparedness initiatives.
• Support security operations during fire incidents, fire drills and emergency evacuations.
• Assist with the implementation of corrective actions arising from fire safety audits, inspections and investigations.

Governance, Audit & Compliance

• Ensure Security, Carpark and Mortuary operations comply with departmental policies, SOPs, regulatory requirements and organisational standards.
• Conduct operational audits, inspections and compliance reviews to ensure adherence to established procedures.
• Monitor audit findings, incident investigations and corrective actions to ensure timely implementation and closure.
• Develop, review and update operational SOPs, workflows and work instructions relating to Security, Carpark and Mortuary functions.
• Support internal audits, accreditation exercises, regulatory inspections and compliance reviews.
• Monitor vendor performance and service standards relating to Security, Carpark and Mortuary operations.
• Analyse operational data, incident trends and audit findings to identify operational risks and improvement opportunities.

Leadership & People Development

• Provide direct leadership to the Senior Security Supervisor and Security Supervisors.
• Lead, develop and manage the Security workforce to ensure competency, professionalism and operational readiness.
• Mentor and coach supervisors to strengthen leadership, incident management, investigation and operational management capabilities.
• Foster a culture of professionalism, vigilance, accountability and service excellence.
• Drive employee engagement, performance management and talent development initiatives within the Security team.
• Ensure manpower requirements, deployment plans and training needs are effectively managed.
• Analyse workforce performance, incidents and operational trends to identify opportunities for capability development and productivity improvements.
• Support succession planning and leadership development initiatives within the Security function.
• Lead continuous improvement initiatives to enhance service quality, operational effectiveness and workforce productivity across Security, Carpark and Mortuary operations.

Requirements

Qualifications

• A recognised Bachelor's Degree or equivalent.
• Degree in Security, Emergency or Crisis Management, Public Safety, Workplace Safety, Healthand Environment, Healthcare Administration or related discipline preferred.

Experience

• At least 3 years of relevant working experience in security, emergency preparedness, transport operations, public safety, healthcare operations or related fields.
• At least 1 years of leadership experience managing multidisciplinary operational teams.
• Experience in healthcare operations, protective security or emergency preparedness will be advantageous.

Professional Certifications:

• TOPSIS (Threat-Oriented Person Screening Integrated System), Protective Security, Risk Management certifications, Crisis Management, Business Continuity Management or Workplace Safety and Health certifications will be advantageous.
