Job Summary
The jobholder (2-year contract) provides strategic leadership in shaping and executing the organisation's people strategy. The role oversees all HR functions while leading organisation development initiatives to build a high-performing, future-ready, and values-driven workforce aligned with the organisation's mission and long-term goals.
The incumbent is expected to work between 8:30 a.m. to 6:00 p.m. on weekdays and may be required to work over weekends and on public holidays to support in organisation events. Although he/she is expected to work in an indoor environment, he/she is also expected to travel out of office for meetings.
Key Responsibility Areas
Strategic HR Leadership
a. Develop and implement HR strategies, policies, and frameworks aligned with organisational objectives.
b. Lead HR governance, ensuring compliance with employment legislation, HR best practices, and organisational policies.
c. Drive a strong organisational culture grounded in shared values, performance excellence, and employee engagement.
d . Keep abreast of national and sectorial regulations, development, and trends for incorporation into internal processes.
Organisation Development (OD)
a. Lead organisation development initiatives including organisational design, workforce transformation, change management, and succession planning.
b. Partner business leaders to support change initiatives, mergers, restructuring, or transformation programmes.
c. Design and implement leadership development and talent management frameworks to build leadership succession plans.
d. Facilitate culture-building initiatives, employee engagement strategies, and values integration across the organisation.
Learning and Development
a. Set strategic direction for learning and development initiatives, including leadership programmes, capability building, and skills upgrading.
b. Ensure alignment of learning strategies with organisational priorities and future skills requirements.
c. Promote a culture of continuous learning and development.
Employee Relations and Engagement
a. Oversee employee relations, ensuring fair, consistent, and timely handling of grievances, disciplinary matters, and workplace issues.
b. Champion employee engagement initiatives and ensure regular measurement and follow-up on engagement outcomes.
b. Formulate organisation's rewards philosophy that includes employee value propositions, non-monetary rewards and performance based monetary rewards to motivate workforce and drive high performance.
People and Team Leadership
a. Lead, mentor, and develop the HR team to deliver high-quality HR and OD services.
b. Build strong partnerships with internal stakeholders across all levels of the organisation.
HR Operations and Systems
a. Oversee HR operations, policies, compensation and benefits, payroll, and HR Management systems.
b. Drive HR digitalisation and process improvement to enhance efficiency and employee experience
c. Manage HR budgets and ensure cost-effective use of resources.
In achieving the above, the incumbent will work under the direct and close guidance of the Chief Executive Officer (CEO) and with the support of the relevant support departments. He/She may also perform any other duties as directed and assigned by the CEO.
Requirements
a. Degree in Human Resources, Business Administration, Psychology, Organisation Development, or a related field.
b. Postgraduate qualification or professional certification (e.g. IHRP, SHRM, CIPD, OD certification) is highly desirable
c. 10 to 15 years of progressive HR experience, including senior leadership responsibilities.
d. Proven experience in organisation development, including organisational design, change management, and workforce transformation.
e. Strong track record in strategic HR leadership, advising senior management and/or Board-level stakeholders.
f Hands-on experience across the full HR lifecycle (talent acquisition, performance management, L&D, succession planning, employee relations).
g Familiarity with HR governance, employment legislation, and best practices.
