What The Role Is
Support the Director, Digital Learning Ecosystem (DLE) Business Strategy, in shaping and executing the business strategy for the DLE, with primary responsibility for learner engagement and content strategy across LEARN and adjacent products.
The role translates CSC's performance-led Learning & Development (L&D) strategy into actionable learner, content and product initiatives. It brings together user insights, content development, stakeholder partnerships, product enhancements and performance analytics to improve the relevance, adoption and impact of digital learning across the Public Service.
What You Will Be Working On
Support the Director, Digital Learning Ecosystem (DLE) Business Strategy, in shaping and executing the business strategy for the DLE, with primary responsibility for learner engagement and content strategy across LEARN and adjacent products.
The role translates CSC's performance-led Learning & Development (L&D) strategy into actionable learner, content and product initiatives. It brings together user insights, content development, stakeholder partnerships, product enhancements and performance analytics to improve the relevance, adoption and impact of digital learning across the Public Service.
What You Will Be Working On
- Support DLE and LEARN strategy execution - Work with the Director to translate the strategic direction and priorities for DLE and LEARN into coherent plans, initiatives and delivery roadmaps. Lead assigned strategy and business-planning workstreams, and surface emerging learner, content and technology trends to inform decisions.
- Lead learner engagement and content strategy - Oversee the Learner Engagement & Content Strategy Team and conceptualise, develop and implement strategies that strengthen learner engagement, satisfaction and sustained use across LEARN and adjacent products.
- Develop actionable learner insights - Design and implement appropriate user-research methodologies to understand learner needs, preferences, behaviours and expectations. Synthesise quantitative and qualitative insights to shape content, engagement and product priorities.
- Drive content development, curation and publishing - Partner CSC institutes, public agencies, subject matter experts and vendors to create, curate and publish high-quality digital content aligned with institutional goals and learner needs. Establish clear editorial, publishing and quality standards, and ensure their consistent application.
- Shape learner-centred product enhancements - Collaborate closely with the LEARN Product Team to identify, prioritise, develop and implement features and functionalities that improve the learner experience, content discovery and content consumption. Translate learner insights into clear business requirements and use cases.
- Strengthen stakeholder partnerships and adoption - Engage institutes, agencies, functional leads and other partners to understand capability and workforce needs, co-create relevant learner and content propositions, and support adoption of LEARN as enabling infrastructure for workplace and continuous learning.
- Measure outcomes and improve performance - Define success measures and engagement metrics for learner, content and product initiatives. Analyse adoption, utilisation, satisfaction and content-performance data; translate findings into recommendations; and drive continuous improvement while maintaining quality standards for published content.
- Support governance and management reporting - Prepare clear analyses, recommendations, updates and papers for senior management and relevant governance forums. Track delivery progress, risks, dependencies and outcomes for the portfolio under the role.
- Lead and develop the team - Set priorities and provide day-to-day leadership, coaching and professional guidance to officers in the Learner Engagement & Content Strategy Team. Build capabilities in user research, content strategy, stakeholder engagement, product thinking and evidence-based decision-making, while fostering collaboration, experimentation and accountability.
- Strategy execution and business planning - Ability to translate strategic intent into prioritised plans, workstreams, measures and deliverables.
- Learner engagement and content strategy - Strong grounding in learner experience, content strategy, digital engagement, curation, publishing and quality assurance.
- User research and insight synthesis - Ability to apply qualitative and quantitative research methods, interpret evidence and convert insights into actionable recommendations.
- Digital product and technology translation - Ability to work across business and product teams, frame learner-centred requirements and use cases, and connect data, digital and AI developments to learning outcomes.
- Stakeholder management and partnership collaboration - Strong consultation, facilitation, influencing and partnership skills across internal teams, agencies, subject matter experts and vendors.
- Performance measurement and analytical thinking - Ability to establish practical success measures, interpret adoption and engagement data, and use evidence to improve decisions and outcomes.
- Leadership and people development - Ability to set direction for a team, coach officers, build capability and foster a culture of ownership, experimentation and continuous improvement.
- Communication and management reporting - Ability to present complex issues and recommendations clearly and concisely to senior stakeholders and governance forums.
