Job Description

The Manager of AML will be reporting to the Head of AML and assists the Head of AML to oversee the implementation of ESBSG's AML programmes to manage risk exposure and combat financial crime. He/She advises and monitors ESBSG's regulatory compliance relating to all aspects of financial crime, including Anti-Money Laundering (AML) and combating the financing of terrorism (CFT), sanction, anti-fraud, bribery and corruption activities. He/She is responsible for assisting the Head of AML in ensuring appropriate incident resolution and investigations are carried out, and he/she supports routine and ad-hoc regulatory reporting.

He/She is well-versed with financial crime developments and trends within the industry, and he/she is a keen learner, keeping abreast of changes and new approaches within the financial crime compliance function. He/She possesses integrity, is detail-oriented, and driven to excel. He/She is able to adapt well to changing priorities, and can effectively prioritise workflows to meet critical deadlines.

Manage financial crime-related risk governance frameworks

  • Facilitate the implementation of Financial Crime Compliance (FCC) management based on policies and frameworks
  • Assist Head of AML in evaluating the robustness of internal FCC policies to identify improvements and refine procedures to keep up with industry trends and regulatory requirements
  • Ensure changes to policies, processes and procedures are endorsed and communicated to relevant parties
  • Participate in AML system implementation or enhancement and coordinate with stakeholders to manage milestones in project

Compliance advisory in financial crime legislations, rules and regulations

  • Provide FCC advisory and guidelines for business units to implement FCC compliance programmes
  • Provide FCC advisory support to internal stakeholders
  • Review high-risk account activities and due diligence findings to identify suspicious activities and high-risk accounts
  • Interpret statutory requirements and provide training to facilitate understanding
  • Preferably to have experience handling AML cases with Taiwanese clients

Identify and track financial crime risks

  • Determine financial crime risk exposure of individual business units and functions within the organization
  • Review and escalate irregular activities and highlight risk of sanctions to identify preventative or corrective actions
  • Identify strategies to implement following the identification of high-risk accounts &/or internal compliance breaches
  • Identify key financial crime risk factors in high risk customers and advise business on risk mitigating measures
  • Analyse the impact of emerging financial crime trends and practices on ESBSG's risk exposure, to propose corrective actions
  • Assist in reviews of new product approvals

Review financial crime incident investigations and incident management

  • Conduct review of alerts and/or high-risk accounts to provide no objection approvals
  • Initiate reviews and investigations on financial crime and/or sanction-related incidents
  • Collaborate with regulators and industry stakeholders on external financial crime incident reviews, due diligence and investigations
  • Evaluate and prioritise corrective actions for FCC violations

Production of regulatory submission material and audit engagement relating to FCC

  • Review the accuracy and completeness of FCC-related reports for regulatory submission and audit requests
  • Develop reports on suspicious activities and suspicious transactions for regulatory inspections
  • Draft responses to regulatory bodies based on documented reference records
  • Oversee the development of FCC-related reports for regulatory submission and audit requests


Requirements:

  • Bachelor Degree or equivalent in a recognized tertiary institution
  • Candidates with banking experience is preferred
  • Candidates with ACAMS, CACS, FRM and /or CFA will have an added advantage
