Senior HR & Admin Executive

Working Days: 5 Days A Week (Monday - Friday), 8.30am to 5.30pm

Office at 1 Coleman St, The Adelphi, Singapore 179803 (City Hall)

Salary: $4000 to $5400

Requirements

Diploma or Degree in Human Resources, Business Administration or related discipline.

Minimum 4-6 years of HR experience with strong focus on recruitment.

Experience in recruitment for the construction industry will be highly preferred.

Familiar with Singapore employment regulations and work pass administration.

Experience working with recruitment agencies and managing hiring pipelines.

Roles & Responsibilities

We are seeking an experienced Senior HR & Admin Executive to lead recruitment activities and support HR operational matters within the organisation. The role will work closely with management and hiring departments to support manpower planning and recruitment in the construction industry while ensuring compliance with Singapore employment regulations.

Key Responsibilities

Manage end-to-end recruitment processes including job advertisement posting, candidate sourcing, resume screening, interview coordination and offer preparation.

Lead recruitment activities for all positions across the organisation, including critical, technical, project-based and construction workforce roles such as engineers, project staff, site personnel and construction workers.

Liaise with recruitment agencies and hiring managers to identify suitable candidates and support manpower planning initiatives.

Source and evaluate recruitment partners when required, including obtaining quotations and preparing proposals for management review.

Identify opportunities to improve recruitment processes and propose practical solutions to enhance hiring effectiveness.

Coordinate employee onboarding and may involve in offboarding processes, including preparation of employment-related documentation.

Administer work pass matters including application, renewal and cancellation of Permit in accordance with MOM regulations.

Maintain accurate employee records and ensure timely updates in HR systems and personnel files.

Coordinate the accommodation arrangements, including liaising with relocation agents and landlords, obtaining quotations and preparing proposals for management review.

Manage worker dormitory arrangements including liaison with dormitory operators and monitoring accommodation records.

Oversee company insurance matters including corporate insurance policies, employee insurance and Work Injury Compensation (WICA) matters, including coordination of policy renewals and insurance claims with brokers and relevant stakeholders.

Administer Primary Care Plan (PCP) registrations and updates in accordance with regulatory requirements.

Lead and coordinate employee engagement and well-being programmes, including vendor sourcing and programme implementation.

Assist in monitoring HR-related expenditures, reviewing quotations and preparing HR reports when necessary.

Involve in employee's monthly payroll and statutory submission. (e.g. CPF, Levy, Income Tax).

Participate in annual HR exercises such as salary review and annual performance appraisal exercise.

Liaise with government authorities such as MOM and participate in statutory reporting or surveys when required.

Manage the Building and Construction Authority Contractors Registration System (CRS) portal, ensuring compliance with regulatory requirements and maintaining A1 contractor grading status within the Singapore construction industry.
