The Workplace Safety and Health Officer (WSHO) shall oversee and implement all safety, health, and environmental requirements for the construction project in compliance with Singapore statutory regulations and the project safety management system.
1. Regulatory Compliance
- Ensure compliance with the Workplace Safety and Health Act, relevant subsidiary regulations, and applicable codes of practice.
- Ensure site compliance with the Workplace Safety and Health (Construction) Regulations.
- Liaise with relevant authorities such as the Ministry of Manpower and the Workplace Safety and Health Council when required.
2. Safety Management System Implementation
- Implement and maintain the project Safety and Health Management System (SHMS).
- Review and endorse safety documents including Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements (MS), Job Safety Analysis (JSA)
- Ensure all subcontractors comply with the project safety requirements.
3. Site Safety Monitoring
- Conduct daily site inspections and safety surveillance to ensure compliance with safety procedures.
- Identify unsafe conditions and unsafe work practices and implement corrective actions.
- Monitor critical construction activities including work at height, lifting operation, excavation and trenching works, confined space works, electrical works, hot works
4. Permit-to-Work System
- Implement and administer the Permit-To-Work (PTW) system for high-risk works.
- Ensure all permits are properly issued, verified, and closed upon completion.
5. Incident Investigation and Reporting
- Investigate accidents, incidents, and near misses.
- Prepare incident investigation reports including root cause analysis and corrective actions.
- Ensure proper reporting in accordance with the Workplace Safety and Health (Incident Reporting) Regulations.
6. Safety Meetings and Communication
- Conduct and coordinate daily toolbox meetings, weekly safety briefing ,monthly WSH committee meetings
- Promote safety awareness among workers and subcontractors.
7. Training and Safety Induction
- Conduct site safety induction for all new workers and staff.
- Verify workers training certificates and competencies.
- Ensure compliance with mandatory WSH training requirements.
8. Safety Audits and Inspections
- Carry out regular internal safety audits and inspections.
- Ensure corrective actions are implemented for safety observations and audit findings.
- Maintain proper records of safety inspections and corrective actions.
9. Environmental, Health and Welfare Monitoring
- Monitor environmental control measures including dust, noise, and waste management.
- Ensure proper housekeeping on site.
- Monitor workers health and welfare facilities.
10. Emergency Preparedness
- Implement the project Emergency Response Plan (ERP).
- Coordinate emergency drills (fire, rescue, confined space, etc.).
- Ensure emergency equipment and procedures are maintained and functional.
11. Reporting
- Prepare and submit weekly safety reports, monthly safety statistics, safety inspection reports, incident reports
Experience Requirement
- Minimum 5 years of relevant experience in construction projects.
- Registered Workplace Safety and Health Officer with the Ministry of Manpower.
- Familiar with Singapore construction safety regulations and site safety management.
