Lead efforts to introduce, develop, and reinforce WSH plans to improve performance across all facilities.
Attend internal coordination meetings with stakeholders/subcontractors/suppliers.
Review and assess PTW for all the works on site, LOA for all employees on site.
Ensure all facilities comply with applicable regulatory requirements on Safety, Health, Environment, and Security standards.
Oversee the security, CCTVs, and monitoring systems on site.
Identify safety and health risks review and advise on risk assessments and safe work procedures.
Lead and coordinate the preparation and submission of closing reports for all audits, including ISO, safety, ConSASS, cross project, client, and site audits.
Collaborate with operational teams and subcontractors to identify and assess foreseeable risks in facilities.
Coordinate with medical services on the handling and treatment of IP.
Enforce disciplinary actions for employees and subcontractors who fail to comply with minimum safety standards.
Assessing site conditions and safety provisions before approving PTW for all the works on site.
Investigate all incidents, recommend corrective and preventive actions, and assist in generating reports.
Conduct, maintain, and develop health and safety audits and inspections across all levels in the project, and closing of points identified in reports.
Plan and conduct relevant safety training to promote health and safety awareness and foster a safe culture.
Act as the MOM/NEA correspondent to ensure adherence to safety/environmental guidelines.
Prepare meeting materials and chair Safety Committee Meetings and project safety meetings.
Assist Construction Manager on developing methods and provide advice on the risk aspects for all project activities.
Champion and spearhead safety award applications, including the WSH SHARP Award and ROSPA Award.
Recording of total man hours on the project, and its submission and reporting to government authorities.
Prepare the project safety management system and all safety documents, including emergency response plans and complies with company requirements and specifications.
Plan and derive WSH initiatives, including campaigns and promotions for various divisions.
Coordinate and promote safe work practices in collaboration with cross-functional teams.
Monitor and report on the effectiveness of safety measures and improvement plans.
Liaising with government agencies and authorities for emergency drills, training exercises, inspections, audits.
Oversee the EMP to ensure adherence and minimise environmental impacts during project phases.
Coordinate with the ECO to ensure environmental compliance is integrated into WSH programs.
Assist project proponents in obtaining necessary environmental authorisations and approvals, in collaboration with the ECO.
Provide guidance to site management on environmental compliance and standards during all project phases, ensuring alignment with the ECO's initiatives.
Review and prepare monthly safety reports to Project Director, Project Manager, Corporate Safety Manager, and all other stakeholders.
Carry out any additional duties as assigned by Project Director / Management.
Job Requirements:
Possess at least a Specialist Diploma or Bachelor's Degree in Workplace Safety & Health, Environmental Management, or related discipline.
Must be a MOM-registered Workplace Safety & Health Officer (WSHO) and NEA-registered Environmental Control Officer (ECO).
Minimum 10 years of working experience in large-scale infrastructure construction projects, with mandatory experience in LTA MRT projects (underground, depot, and/or A&A works).
Strong hands-on experience in structural, civil, and M&E works within MRT construction environments.
Must have proven track record working in LTA MRT project sites under Tier-1 contractors or equivalent complex infrastructure projects.
SCDF Fire Safety Manager (FSM) certification is highly preferred.
Strong analytical skills with ability in data evaluation, safety performance monitoring, and reporting.
Strong understanding of MOM WSH Act, NEA regulations, ISO standards, ConSASS, and LTA safety requirements.
Ability to operate in high-risk, fast-paced MRT construction environments with multi-disciplinary coordination.
Strong leadership, communication, and coordination skills in managing multi-national workforce and subcontractors.
Willing to perform night shift work, weekend duties, and extended hours as required by project operations.
