Job Description

We are currently partnering with a leading Bank who have a strong footprint in Singapore and significant plans to grow.

They are looking to hire a Treasury & Balance Sheet Management Lead (VP level) into their finance team.

The successful candidate will lead the bank's funding, liquidity and balance sheet management, driving an optimal funding mix, resilient balance sheet and sustainable returns within risk appetite. The role will have significant responsibility for IRRBB and ALM, including interest rate risk management, liquidity and funding analysis, balance sheet optimization and FTP. The candidate will oversee regulatory liquidity and capital requirements, ALCO, ICAAP and stress testing, while providing senior management with insights on balance sheet positioning and risk. The role will also drive key regulatory and strategic initiatives, including Basel IV, BCBS 239, MAS requirements and Treasury transformation projects, in close partnership with Finance, Risk, Product and Technology.

This role will be responsible for supporting the following:

  • Lead daily and strategic liquidity management, including LCR, NSFR, ILAA, intraday liquidity, liquidity buffers, contingency planning, and short/long-term liquidity forecasting under base and stress scenarios.
  • Support the Head of Treasury in developing and executing the bank's funding strategy; optimise the mix of deposits, wholesale funding and interbank facilities, and oversee execution and settlement of treasury/interbank transactions.
  • Drive ALCO and balance sheet management, ensuring effective implementation of ALM policies across liquidity, interest rate, market/investment and capital risks; optimise balance sheet structure, profitability and risk appetite.
  • Lead management of Interest Rate Risk in the Banking Book (IRRBB), including balance sheet positioning, interest-rate risk assessment, gap analysis, hedging/mitigation strategies and development of a sustainable, income-generating portfolio.
  • Drive ICAAP, liquidity and capital stress testing, strategic balance sheet measures and regulatory/internal limit monitoring; assess the impact of business, market, regulatory and environmental changes on capital, liquidity and balance sheet resilience.
  • Lead execution of Funds Transfer Pricing (FTP) policies and provide senior management with actionable advice on optimal balance sheet shape, including deposit/capital mix, funding and asset profiles, liquidity gaps, IRRBB and risk-adjusted returns.
  • Ensure adherence to structural liquidity, capital and IRRBB limits, policies and control frameworks; oversee MAS/Group regulatory reporting, regulatory change analysis, audits and maintenance of key Treasury/ALM documentation.

To be eligible for this role you will require:

  • 10+ years of banking Treasury experience, ideally with broad exposure across front, middle and back office functions, including liquidity management, ALM, funding strategy and Treasury operations.
  • Strong, hands-on experience in Interest Rate Risk in the Banking Book (IRRBB) is a key requirement, together with expertise in balance sheet management, interest-rate risk, ALM, balance sheet analytics and FTP frameworks.
  • Strong knowledge of MAS banking regulatory requirements, including LCR, NSFR, ILAA and relevant MAS Notices (e.g. 649, 651, 656), with experience managing regulatory liquidity, capital and risk requirements.
  • Familiarity with Treasury systems such as QRM, Murex or equivalent.
