The Development & Technical Delivery Manager is responsible for leading the end-to-end design, development, and delivery of mission-critical applications within the Cards Technology domain. This role oversees technical delivery, drives modernization initiatives, and ensures solutions align with enterprise architecture, security standards, and strategic technology objectives.
Key Responsibilities
Application Development & Delivery
- Lead the design, development, and delivery of enterprise web APIs, microservices, and data models from concept through implementation.
- Own architecture deliverables across process, information, and technology domains.
- Drive system modernization, obsolescence remediation, and platform upgrades in partnership with architecture, risk, infrastructure, and testing teams.
- Ensure software releases are delivered on time, within scope, and aligned with business priorities.
- Oversee technical design reviews, code quality standards, and performance optimization activities.
DevOps & Technical Governance
- Champion DevOps practices including CI/CD pipelines, automated testing, and infrastructure-as-code.
- Ensure compliance with security controls, vulnerability remediation, patching, and internal governance standards.
- Manage application deployments, release planning, and change management processes.
Incident & Problem Management
- Provide senior technical leadership during major incidents and production escalations.
- Conduct root cause analysis and implement preventive and corrective measures.
- Ensure effective transition from development to production support with clear ownership and controls.
Team Leadership & Delivery Management
- Build, lead, and mentor high-performing development and support teams across onshore and offshore locations.
- Provide technical guidance to resolve complex engineering challenges.
- Oversee workload planning, delivery commitments, and team performance.
Technical Leadership
- Review and approve technical designs, architecture decisions, and deployment strategies.
- Monitor application health and performance using enterprise monitoring tools.
- Provide Level 3 support for complex system issues and ensure long-term stability solutions are implemented.
Operational Excellence
- Drive continuous improvement across development, delivery, and support processes.
- Maintain technical documentation, architecture artifacts, runbooks, and knowledge repositories.
- Participate in capacity planning, disaster recovery readiness, and performance tuning exercises.
- Ensure adherence to regulatory, security, and operational standards.
Job Requirements
Education
- Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
Experience
- Minimum 12 years of experience in software development and technical delivery leadership roles.
- Proven experience managing large-scale, mission-critical systems in enterprise environments.
Technical Expertise
- Strong expertise in Java and J2EE technologies, including Spring Boot, Spring Batch, Drools, and Apache Camel.
- Solid understanding of object-oriented design, Java/J2EE design patterns, and service-oriented architectures.
- Experience with enterprise integration technologies including REST, SOAP, WSDL, and IBM MQ.
- Knowledge of application security frameworks and secure coding practices.
- Hands-on experience with CI/CD tools, build automation, and quality scanning platforms.
- Proficiency with relational databases such as Oracle, MS SQL, or MariaDB.
- Familiarity with Linux/Unix environments, middleware platforms, and open-source technologies.
- Cards domain exposure in areas such as fraud management, collections, card services, 3D Secure, or merchant acquiring is an advantage.
