Job Description: Vigilance Officer
Position Overview
The Vigilance Officer is responsible for ensuring strict compliance with Standard Operating Procedures (SOPs), ethical practices, and regulatory requirements across all academy branches. This position plays a key role in upholding integrity by conducting inspections, audits, investigations, and collaborating with relevant departments to address irregularities and promote a culture of preventive vigilance.
Key Responsibilities
- Conduct routine, random, and surprise inspections at all academy branches to verify compliance with SOPs and operational guidelines.
- Audit trainer and student attendance records, lesson delivery effectiveness, and the integrity of assessments and examinations.
- Inspect and ensure infrastructure safety compliance, including the use of personal protective equipment (PPE), safety signage, and readiness for emergencies.
- Investigate complaints or reports of misconduct, policy violations, or irregularities prepare detailed investigation reports with clear findings and recommendations for management actions.
- Verify the accuracy and authenticity of critical documentation such as trainer certifications, class materials, and financial records related to academy operations.
- Promote a culture of preventive vigilance and ethical behavior through regular engagement sessions, training, and communication with staff.
- Collaborate closely with HR, Administration, Academics, Safety, and IT departments to identify, monitor, and rectify operational or compliance irregularities.
- Prepare and submit weekly and monthly compliance and vigilance reports for management review.
- Assist in internal audits and support government or external inspections, including audits by SkillsFuture Singapore (SSG), EduTrust, ISO, or other regulatory bodies.
- Maintain confidentiality, act impartially, and adhere to the highest ethical standards in the execution of all vigilance duties.
Qualifications and Requirements
Educational Background:
- Bachelor's degree in Business Administration, Law, Education Management, Public Administration, or a related field is required.
- Professional qualifications or certifications in compliance, internal audit, risk management, or vigilance are a strong advantage.
Experience:
- Minimum 3 to 5 years of experience in vigilance, compliance, internal audit, investigations, or quality assurance roles, preferably within the education or service sectors.
- Familiarity with regulatory frameworks and statutory requirements for educational institutions (e.g., SSG, EduTrust standards) is desirable.
Technical and Analytical Skills:
- Strong knowledge of compliance monitoring, procedures audits, documentation reviews, and report writing.
- Competency in conducting investigations and interpreting data to detect anomalies and patterns of non-compliance.
- Proficiency in MS Office, data management software, and any educational management systems used by the academy.
Core Competencies:
- High integrity, professionalism, and the ability to handle sensitive and confidential information with discretion.
- Excellent communication and interpersonal skills for effective coordination with multiple departments and external authorities.
- Detail-oriented with strong organizational skills and an ability to meet deadlines under pressure.
- Ability to work independently as well as collaboratively in multidisciplinary teams.
Preferred Attributes:
- Training or experience in ethical compliance, anti-fraud measures, or preventive vigilance in the education sector is an advantage.
- Familiarity with health and safety compliance standards and emergency preparedness protocols within educational settings.
