Job Description

Responsibilities:

1. Formulation and Execution of Administrative Procurement Strategies

  • Develop and implement medium to long-term strategies for administrative comprehensive procurement based on the company's overall strategy and business development needs, ensuring that the layout of non-productive procurement resources is aligned with the company's operational rhythm.
  • Responsible for formulating annual administrative procurement budgets and cost control targets, coordinating and managing all categories of indirect procurement expenditures such as work administration, logistics support, logistics services, facilities and equipment, and professional services, and continuously optimizing the procurement cost structure.
  • Gain insights into market dynamics and industry trends (work service market, logistics capacity market, equipment and facilities market, etc.), and provide forward-looking market analysis and procurement recommendations for the company's administrative operation decision-making.

2. Overall management of administrative procurement across all categories
Overall management of all categories of administrative comprehensive procurement work for the company, covering but not limited to:

  • Work administrative category: office supplies, office furniture, IT equipment, employee benefits, labor protection supplies, office consumables, etc.
  • Logistics Support: Vehicle rental/purchase, vehicle maintenance, fuel/charging services, staff canteen/catering services, cleaning services, security services, greenery services, etc.
  • Logistics service procurement category: International freight forwarding procurement, domestic trunk line transportation procurement, urban distribution service procurement, warehousing leasing and property service procurement, cold chain logistics service procurement, etc.
  • Facilities and Equipment: Procurement, installation, and maintenance service procurement of work, warehousing, and kitchen facilities and equipment.
  • Professional services: legal services, consulting services, human resources services, advertising/exhibition services, IT software services, training services, etc.
  • Establish and continuously optimize administrative procurement processes and systems (including demand management, sourcing and pricing, tender management, contract management, order execution, acceptance and payment, etc.) to ensure the standardization, transparency, and efficiency of the entire procurement process.

3. Supplier Resource Development and Management

  • Establish and maintain a high-quality administrative supplier network, and expand supplier resources with scale advantages, service capabilities, and cost competitiveness for each category.
  • Establish strict supplier access standards, evaluation systems, and hierarchical management systems, conduct regular supplier performance evaluations (price, service, delivery, quality), establish a survival-of-the-fittest mechanism, and build a healthy and sustainable administrative supplier ecosystem.
  • Lead business negotiations with core strategic suppliers, sign annual framework agreements, and strive for optimal procurement terms (price, payment terms, service response, etc.).

4. Procurement Cost Control and Risk Management

  • Establish a scientific administrative procurement cost analysis and control model, and continuously reduce the overall procurement cost through measures such as centralized procurement, strategic sourcing, tendering and bidding, framework agreements, and demand standardization.
  • Responsible for risk management at the administrative procurement end, including but not limited to: supplier performance risk, price fluctuation risk, service quality risk, contract risk, etc., and establish a risk early warning and emergency response plan mechanism.
  • Ensure that all administrative procurement activities comply with national laws and regulations as well as the company's integrity and compliance requirements, establish and promote a culture of transparent procurement, and eliminate commercial bribery and irregular operations.

5. Procurement Compliance and Process Construction

  • Establish and improve the tender management system, price comparison process, contract approval process, and acceptance and payment process for administrative procurement to ensure the scientific nature of procurement decisions and the traceability of the process.
  • Collaborate with the legal and finance departments to improve the procurement contract template and legal risk prevention and control clauses, thereby reducing contract performance risks.
  • Regularly conduct procurement compliance audits to ensure that each procurement project complies with the company's internal control requirements and external regulations.

6. Collaboration and Service Support

  • Closely collaborate with demand departments such as the Administrative Department, Logistics Department, Warehousing Department, Central Kitchen, IT Department, Legal Department, and Finance Department, etc., to deeply understand the procurement needs of each business unit and provide professional procurement solutions.
  • Establish procurement demand response mechanisms and service standards, improve internal customer satisfaction, and ensure the timeliness and quality of procurement delivery.
  • Promote the standardization and normalization of procurement requirements, guide demand departments to reasonably formulate procurement plans, and improve procurement efficiency.

7. Team Building and Management

  • Lead and develop the administrative comprehensive procurement team to build a professional, career-oriented, and highly efficient procurement workforce.
  • Establish a competency model and training system for procurement personnel to enhance the team's professional capabilities (category knowledge, negotiation skills, tender organization, supplier management) and professional ethics.
  • Develop a performance appraisal and incentive mechanism for the procurement team, strongly linking core indicators such as cost savings, service satisfaction, and compliance performance to team incentives to stimulate team vitality.

Requirements:

  • Over 15 years of experience in procurement and supply chain management, with at least 8 years specifically focused on indirect procurement/administrative procurement/non-production procurement, and preference given to those with a background in logistics, supply chain, food, retail, or large group enterprises.
  • Experience in overall management of multi-category administrative procurement, covering at least three core sectors including work administration, logistics service procurement, facilities and equipment, professional services, etc. Those with in-depth knowledge of logistics service procurement (freight/warehousing/distribution) are preferred. Experience in administrating procurement budgets with annual procurement amounts exceeding 10 million, and led procurement teams of more than 5 people.
  • Proficient in the cost structure and market trends of logistics service procurement (international freight, cold chain transportation, warehousing services), and familiar with the procurement characteristics and supplier resources of other categories such as work administration, facility maintenance, and professional services.
  • Possess excellent business negotiation skills and bidding organization capabilities, and be familiar with the applicable scenarios and key operational points of various procurement methods such as public bidding, invited bidding, competitive negotiation, and inquiry and price comparison.
  • Proficient in the methodology of full lifecycle management of suppliers, capable of establishing scientific mechanisms for supplier evaluation, classification, development, and exit, and building a healthy and stable supplier ecosystem.
  • Possesses excellent cost deconstruction capabilities, can develop cost analysis models for various procurement categories (TCO Total Cost of Ownership analysis), and accurately identify cost optimization opportunities.
  • Familiar with procurement-related laws and regulations (such as the Bidding Law, Contract Law, etc.), possess strong contract review capabilities and risk prevention and control awareness, and be familiar with anti-commercial bribery-related regulations.
  • Familiar with procurement digital systems (SRM, ERP, e-tendering platform, etc.), able to drive the digital transformation of administrative procurement processes.
