Utilities & Facilities Engineer, Singapore
The Utilities & Facilities Engineer will be responsible for the operation, maintenance and continuous improvement of plant utilities and facility systems, ensuring safe, reliable and efficient 24/7 operations. You will lead a team of supervisors and technicians, drive sustainability and cost optimization initiatives and ensure compliance with EHS, regulatory and cGMP standards. The role also involves supporting capital projects and TPM programs to enhance equipment reliability and operational excellence.
The Position:
. Responsible for managing and maintaining plant utilities and facility systems including steam, compressed air, chilled water, hot water, wastewater treatment, regenerative thermal oxidiser (RTO), HVAC, electrical systems, domestic water supply, infrastructure services, pest control and waste management
. Plan and manage resources to ensure continuous 24/7 operation of plant utilities in support of plant activities.
. Execute and implement an effective maintenance and operations program, prioritize work efficiently and ensure full compliance with operational policies, personnel standards and all regulatory and statutory requirements.
. Ensure utilities and facilities operate in a safe environment by complying with all essential statutory requirements to protect employees, equipment and the environment.
. Manage a team of supervisors and technicians to drive operational excellence in utilities, facilities and sustainability
. Collaborate with the plant maintenance team and external contractors to implement firsttime-right maintenance on utilities and facilities equipment, prioritizing safety and operational reliability.
. Ensure all work activities are carried out in compliance with site EHS procedures and standards.
. Ensure audit readiness through strict adherence to current standards, regulatory requirements and cGMP, safeguarding products and preventing significant compliance issues.
. Deliver engineering department financial objectives through efficient utility operations, cost optimization measures and strategic expenditures management to enhance cost competitiveness.
. Lead continuous improvement efforts by proposing and implementing initiatives that promote sustainability (energy and water), safety, asset reliability and operational efficiency in utilities operations.
. Actively participate in the Total Productive Maintenance (TPM) program and drive continuous improvements in equipment reliability, workforce competency, spare parts management and operator care.
. Utilize the Computerised Maintenance Management System (CMMS) to enhance equipment reliability in collaboration with key stakeholders.
. Lead or support the execution of capital expenditure projects
. Implement sustainability and energy reduction initiatives within the plant
. Perform SCEM reporting to Management and NEA
. Carry out any other duties as assigned by the supervisor
The Ideal Candidate:
. Degree or Diploma in Chemical, Mechanical or Electrical Engineering with at least 5 years of relevant experience in food, chemical, electronics or pharmaceutical industry including a minimum 3 years experience in leading and managing a team.
. Certified Boiler Steam Engineer/Attendance
. Possess SCEM certification
. Proven problem-solving experience in utilities operations and maintenance including troubleshooting and resolving challenging issues
. Hands-on experience with boiler, chiller and exhaust scrubber systems.
. Strong communication skills and ability to manage internal and external stakeholders effectively.
