Job Description

POSITION SUMMARY :

Highly skilled Underground Pipe Laying Site Engineer (Night Shift) with hands-on experience in managing and executing underground utility works, including SPPG power cables, telecom ducts, water pipelines, and sewer systems. Responsible for overseeing all night-shift construction activities, ensuring adherence to engineering specifications, safety standards, and regulatory requirements. Proven ability to coordinate manpower, machinery, and subcontractors while maintaining high-quality workmanship and timely project progress. Strong technical knowledge, problem-solving skills, and the ability to lead and manage site operations during critical night-shift conditions.

Job Roles & Responsibilities

1. Technical Supervision & Execution

  • Manage and supervise night-shift underground utility works: SPPG (Power Cables), Telecom Ducts, Water Mains, and Sewer Pipelines.

  • Ensure pipe-laying works follow approved drawings, specifications, method statements, and industry standards.

  • Provide technical guidance to supervisors, foremen, and workers during night operations.

2. Planning & Coordination

  • Plan daily work activities, manpower, equipment, and materials required for night shift.

  • Coordinate with subcontractors, machinery operators, and utility teams to ensure smooth workflow.

  • Assist the Project Manager/Construction Manager in preparing work schedules and resource allocation.

3. Safety & Regulatory Compliance

  • Ensure all night operations comply with WSH, LTA, PUB, SPPG, IMDA (Telecom), and Code of Practice requirements.

  • Conduct safety briefings, risk assessments, and toolbox meetings before work starts.

  • Monitor deep excavation, confined space, lifting operations, and traffic safety during night shifts.

4. Quality Assurance & Workmanship

  • Verify line, level, gradient, and alignment of pipes using surveying tools and engineering standards.

  • Inspect pipe jointing, duct installation, bedding, compaction, and reinstatement.

  • Witness tests such as pressure tests, water-tightness tests, air tests, and CCTV inspections for sewer lines.

5. Documentation & Reporting

  • Prepare nightly progress reports, site measurement sheets, quality checklists, and as-built documentation.

  • Record any issues, delays, utility clashes, or deviations from the plan.

  • Handover detailed shift reports to the day team and project engineers.

6. Liaison & Stakeholder Management

  • Coordinate with utility authorities such as SPPG, PUB, LTA, IMDA, Telecom operators for inspections and approvals.

  • Communicate site progress and technical issues to consultants, clients, and internal teams.

7. Problem Solving & Site Issue Handling

  • Resolve technical issues on-site, including design discrepancies, utility conflicts, and ground condition challenges.

  • Make quick engineering decisions to avoid delays while maintaining safety and compliance.

  • Ensure proper protection of existing services during night excavation.

Core Skills & Competencies

  • Strong knowledge of underground services installation (Power, Water, Sewer, Telecom).

  • Ability to read construction drawings and execute work with accuracy.

  • Skilled in site coordination, technical supervision, and quality management.

  • Familiar with permit-to-work systems and traffic management for night works.

  • Good communication, leadership, and problem-solving skills.
