We are seeking a proactive and dynamic Training and Development Executive/Senior Executive to manage our Career Conversion Programme. This role is pivotal in overseeing programme administration, stakeholder engagement, and outreach activities. The successful candidate will play a key role in workforce development, impacting both individuals and companies within the construction industry.
Key Responsibilities
Programme Administration & Stakeholder Management
. Stakeholder Engagement:
Support the execution of outreach strategies to industry stakeholder to drive participation of SCAL Academy's programmes.
Recommend/ assist enterprises to adopt appropriate programmes to address employers manpower challenges.
Support enterprises onboarding SCAL Academy's programmes, and ensuring that programme details, expectations and outcomes are well communicated.
Gather inputs from stakeholder to improve SCAL Academy's programme offerings, delivery and effectiveness as efforts for continual improvements.
Programme Administration:
Oversee the end-to-end administrative requirements and ensuring compliance to deliverables and outcomes of various Government supported initiatives.
Manage the submission of claims and maintain meticulous records using Government online Financial Management Systems.
Monitor and report programme outcomes and provide regular updates for internal and external stakeholders.
Track budget utilisation and ensure timely and accurate claims submissions and disbursements in compliance to audit requirements.
Assist in coordination for class scheduling, event management and provide logistics support when required.
Job Requirements
. Qualification /Education:
Minimum Diploma or Higher Nitec in Business Administration, Public Relations and Communication, Marketing, Human Resources, or a related field.
. Experience:
2 years of relevant experience in Training Institutions, Trade Associations and Chambers (TACs), or similar role in related entities is highly desirable.
Experience in administering government-funded programmes is advantageous.
Skills and Competencies
. Proficiencies:
Strong command of English, both written and spoken.
Proficiency in Mandarin or other local languages is advantageous for liaising with diverse stakeholders.
Proficiency in Microsoft Excel and other MS Office applications
Familiarity with general claims procedures and operating online Financial Management Systems is strongly preferred.

Excellent communication, capable of engaging diverse audiences.
Strong organisational abilities with a keen eye for detail.
Meticulous in documentation, record-keeping, and process management.
Self-motivated, proactive, and able to work independently as well as part of a team.
Problem-solving skills with the ability to identify issues, analyse options, and implement effective solutions.
