Job Description

  • Location: Woodland
  • Working Hours: 5 days per week (Mon to Fri: 8:00 AM - 5:30 PM)
  • Willingness to commit to extended hours if required

Job Description

  • Analyse tender documents, drawings, and specifications
  • Perform detailed quantity take-offs for civil, architectural, structural, MEP, and cleanroom packages
  • Prepare Bills of Quantities (BQ) and cost estimates for design-build or EPCM tenders
  • Develop rate build-ups using historical cost data, supplier quotations, and market trends
  • Benchmark costs against previous semiconductor/cleanroom projects

  • Issue RFQs, evaluate quotations, and conduct technical/commercial clarifications
  • Negotiate pricing and terms with key subcontractors and vendors
  • Work closely with Engineering, Procurement, and Project Management to align scope, schedule, and risk allowances
  • Prepare tender clarifications and attend pre-bid meetings
  • Identify cost risks, propose alternatives, and perform value engineering for optimal solutions
  • Support internal tender reviews and approval processes
  • Any ad-hoc duties as assigned

Requirements

  • Possess a Degree in Quantity Surveying / Building or equivalent
  • Minimum of 5 years of experience in mechanical design engineering
  • Prior exposure to semiconductor, pharmaceutical, cleanroom, or high-tech industrial projects is a strong advantage
  • Proficient in cost estimation software (e.g., CostX, Cubicost) and MS Excel
  • Strong understanding of FIDIC/SIA contracts or similar
  • Analytical, detail-oriented, and strong in negotiation and communication
  • Ability to work under tight tender deadlines
  • Meticulous, analytical, eye for details and a good team player
  • Ability to multi-task in a fast-paced and dynamic environment
  • Highly motivated, self-driven with initiatives to work independently
  • Sound computer literacy, including advanced skills in Excel
  • Excellent problem-solving, analytical, and communication skills.
  • Good communication, reading, and writing skills in both English and Chinese to liaise with Chinese associate
