Role Overview
The Technology Programme Manager is responsible for overseeing and managing a portfolio of interconnected projects focused on Business & Functional Applications across the APAC region. This role provides leadership, structure, and direction to cross-functional delivery teams to ensure successful, controlled implementation of the bank's preferred technology solutions.
The Programme Manager champions the adoption of industry-standard delivery practices and ensures that all projects within scope are set up for full, on-time, and on-budget delivery. The role also ensures alignment with regional strategic objectives, promotes convergence toward scalable target-state solutions, and drives optimal budget and schedule outcomes.
Key Responsibilities
1. Project Leadership
- Develop and execute assigned projects with clear objectives, purpose, and success criteria aligned to organisational priorities.
- Identify project stakeholders, define roles, and establish communication requirements throughout the project lifecycle.
- Lead direct and indirect delivery team members across all programme components.
- Build and maintain detailed project schedules, analyse critical paths, and optimise delivery timelines.
- Establish and manage project budgets, ensuring dependencies and cost categories are accurately accounted for.
- Define resource plans, balancing internal capability and vendor support to meet project needs.
- Implement robust risk management and escalation frameworks for early detection and mitigation of schedule, cost, and scope risks.
- Work with business and technical analysts to:
Drive requirements gathering, business case development, and articulation of project objectives.
Lead development of comprehensive Work Breakdown Structures, including deliverables and work packages. - Support delivery teams in the resolution of constraints, dependencies, and blockers.
- Oversee vendor partners to ensure contractual compliance and adherence to agreed delivery methodologies.
- Track expenditure and provide timely financial reporting.
- Monitor project progress and deliver clear updates to internal and external stakeholders in accordance with governance procedures.
2. Training and Capability Development
- Contribute to the development and adoption of project management competencies across the APAC region.
- Participate in Communities of Practice and share delivery best practices.
3. Stakeholder Management
- Build strong relationships with senior management, regional functional leads, project sponsors, and in-country implementation teams.
- Understand business objectives and priorities to ensure smooth and aligned implementation across APAC.
- Keep stakeholders well-informed of progress, achievements, challenges, and risks.
4. Performance Monitoring, Risk & Issue Management
- Establish frameworks to monitor and measure project performance across scope, schedule, budget, and quality.
- Collect and analyse project data, including KPIs and performance metrics.
- Proactively identify risks and issues, advise on mitigation strategies, and support stakeholders with contingency planning.
- Report project status and insights to senior management regularly.
5. Continuous Improvement
- Identify opportunities to improve processes, delivery efficiency, and programme execution maturity.
- Conduct lessons-learned reviews and incorporate best practices into future initiatives.
- Stay informed on domain trends, technologies, and delivery methodologies.
Experience & Qualifications
- Proven programme management leadership experience, ideally within the financial services industry.
- Strong knowledge of project management methodologies, frameworks, tools, and techniques.
- PMI or equivalent project management certification preferred (or in progress).
- Excellent leadership, communication, and stakeholder-engagement skills.
- Ability to drive alignment among stakeholders with competing priorities, balancing budget, timelines, and risk.
- Experience working with geographically distributed teams and complex vendor ecosystems.
- Strong analytical, decision-making, and problem-solving capability.
