Role Overview

H3 Zoom is seeking a Technical Project Manager to join our Project Delivery and Operations team. This role is suited for a technically grounded project leader with experience in civil/building works, façade or building inspections, and operational project delivery.

The Technical Project Manager will play a key role in the planning, coordination, execution, quality control, and successful delivery of inspection and asset-condition projects. The role requires close collaboration with the project delivery, field operations, AI, engineering, and customer-facing teams to ensure projects are delivered safely, efficiently, and to the required technical and regulatory standards.

This position is expected to be operationally involved, not just administratively managing timelines. The candidate should be comfortable working across site operations, technical review, project coordination, client discussions, subcontractor management, and reporting workflows from a civil engineering and project management perspective.

Key Responsibilities

Project Delivery & Operations

  • Lead and coordinate the end-to-end delivery of façade, interior, and related inspection projects from mobilisation to final submission and close-out.

  • Work closely with the Project Delivery and Operations teams to plan site activities, inspection schedules, manpower deployment, and execution timelines.

  • Track project milestones, deliverables, risks, dependencies, and resource utilisation to ensure on-time and high-quality delivery.

  • Support day-to-day operational decision-making to resolve delivery bottlenecks, technical issues, and coordination gaps.

  • Ensure projects are executed in accordance with internal SOPs, client requirements, and relevant regulatory or technical standards.

Technical Review & Engineering Coordination

  • Review inspection findings, technical commentaries, defect classifications, and report outputs from a civil/structural/building perspective.

  • Validate the completeness and technical quality of AI-assisted or team-prepared inspection outputs before client issuance or submission.

  • Provide engineering judgment on defect observations, condition assessment logic, and report consistency.

  • Work with internal technical teams to improve inspection methodology, defect tagging logic, QA/QC workflows, and reporting templates.

Regulatory, Reporting & Compliance

  • Support the preparation, coordination, and submission of reports and documentation for BCA and other relevant authorities where required.

  • Ensure inspection reports and technical documentation are aligned with applicable guidelines, standards, and submission requirements, including TR 78 where relevant.

  • Address technical queries from clients, consultants, or regulators in a timely and professional manner.

  • Maintain proper project documentation, audit trails, and quality records.

Quality Assurance / Quality Control

  • Provide QA/QC oversight across project outputs, including sample checks, review workflows, defect commentary consistency, and final deliverables.

  • Support and improve internal review processes for inspection data, report quality, and operational execution standards.

  • Identify recurring quality issues and drive corrective and preventive improvements across delivery workflows.

Cross-Functional & Stakeholder Management

  • Coordinate with internal teams including Field Operations, AI/Engineering, Customer Success, and Product to ensure aligned project execution.

  • Manage communication with clients, consultants, subcontractors, and external partners on delivery matters.

  • Oversee subcontractor coordination where applicable and support the gradual internalisation and standardisation of critical delivery workstreams.

  • Act as a bridge between technical requirements, site realities, and operational execution.

Team Support & Continuous Improvement

  • Provide guidance to inspection, and operations staff on technical interpretation, reporting quality, and project execution standards.

  • Contribute to the development of scalable workflows, playbooks, templates, and operational best practices.

  • Support continuous improvement initiatives in project delivery, reporting automation, resource planning, and inspection operations.

Requirements

Qualifications & Experience

  • Degree in Civil Engineering, Structural Engineering, Building, Construction Management, or a related discipline.

  • Minimum 5 years of relevant experience in project delivery, building inspection, façade works, structural assessment, consultancy, or related technical operations.

  • Strong understanding of building defects, condition assessment, technical reporting, and project coordination within the built environment sector.

  • Experience in managing operational delivery across multiple stakeholders, timelines, and technical workstreams.

  • Familiarity with Singapore regulatory requirements, submission processes, and industry standards related to building inspections is preferred.

  • Experience working with consultants, contractors, property owners, or public-sector built environment projects is an advantage.

Skills & Competencies

  • Strong project management capability with the ability to manage both planning and on-the-ground execution.

  • Able to interpret technical findings and translate them into structured project and reporting outcomes.

  • High attention to detail in QA/QC, documentation, and technical review.

  • Strong coordination and communication skills across technical, operational, and client-facing environments.

  • Comfortable working in a fast-paced, cross-functional environment involving technology, operations, and engineering teams.

  • Familiarity with drone-based inspection workflows, digital inspection platforms, or AI-assisted reporting tools is a plus.

Required

  • Experience in façade inspection, structural consultancy, or asset-condition assessment.

  • Registered Professional Engineer (PE) status is mandatory for designated submission or endorsement responsibilities.

  • Experience with digital transformation, inspection technology platforms, or workflow/process improvement initiatives is a plus.
