Technical Program Manager

We are partnering with a leading Singapore-based digital services organisation that is undergoing a major technology and customer experience transformation.

This is a senior leadership opportunity for an experienced Technical Program Management leader to shape delivery practices across multiple digital product domains. The organisation operates at significant scale, with high-volume consumer-facing platforms, complex technology ecosystems, and a strong focus on modernising the way digital products are delivered.

The successful candidate will lead a team of TPMs and act as a key bridge between technology, product, architecture, and business leadership.

Responsibilities

• Lead and coach a team of Technical Program Managers across multiple digital product and platform domains.
• Establish consistent delivery practices across agile squads, engineering teams, and business stakeholders.
• Drive programme-level coordination across multiple workstreams, ensuring dependencies, risks, timelines, and releases are managed effectively.
• Partner closely with product, engineering, architecture, and business leaders to align priorities and delivery outcomes.
• Improve delivery predictability through clear governance, delivery health tracking, metrics, reporting, and escalation mechanisms.
• Oversee delivery performance across multiple squads, including sprint cadence, backlog quality, release readiness, and cross-team alignment.
• Support a culture of ownership, transparency, continuous improvement, and proactive stakeholder communication.
• Represent the delivery function in senior leadership forums, transformation reviews, and enterprise-wide planning discussions.
• Build and improve playbooks, delivery frameworks, team capability, and ways of working across the TPM community.

Requirements

• 12+ years of experience in technology delivery, technical project management, program management, or digital transformation.
• At least 5 years of experience leading TPMs, project managers, delivery managers, or programme teams.
• Strong background delivering large-scale digital platforms, customer-facing applications, or complex enterprise technology programmes.
• Experience in consumer-facing industries such as fintech, payments, digital banking, insurance, retail banking, marketplace platforms, telco, or digital services would be highly relevant.
• Candidates from digital consultancies or agile transformation firms are also encouraged to apply.
• Strong understanding of Agile delivery, DevOps ways of working, CI/CD, SDLC, release planning, and delivery governance.
• Proven ability to manage senior stakeholders across engineering, product, business, and architecture.
• Strong skills in dependency management, risk management, delivery reporting, capacity planning, and performance tracking.
• Comfortable operating in a complex enterprise environment with multiple squads, platforms, and business priorities.
• Certifications such as SAFe, PMI-ACP, PgMP, CSM, PMP, or DevOps-related qualifications would be advantageous.
