Position Overview

The Talent Acquisition Executive will own the end-to-end recruitment function during a critical scaling period. This role requires balancing high-volume operational hiring with strategic workforce planning, ensuring Acestes and its subsidiaries attract, vet, and retain talent capable of thriving in a transforming organizational structure. The successful candidate will serve as a cultural ambassador, ensuring every hire reinforces our commitment to inclusive employment and community impact.

Key Responsibilities

Strategic Workforce Planning & Growth Recruitment

  • Execute recruitment strategies supporting 30-50% annual headcount growth across core operations and subsidiary entities
  • Develop workforce scaling plans aligned with business expansion, M&A integration timelines, and new venture launches
  • Build proactive talent pipelines for critical roles, including succession planning for leadership positions in a matrix organizational structure
  • Conduct labor market analysis to inform compensation benchmarking and sourcing strategy adjustments

Mission-Aligned Talent Sourcing

  • Design and implement targeted outreach strategies to identify candidates from lower-income backgrounds, mid-career switchers, and non-traditional talent pools
  • Partner with community organizations, Social Service Agencies, vocational institutions, and government agencies to access underserved candidate markets
  • Implement skills-based hiring and competency-based assessment frameworks that prioritize potential and values alignment over formal qualifications where appropriate
  • Ensure recruitment practices comply with Progressive Wage Model (PWM) requirements and inclusive hiring grant conditions

End-to-End Recruitment Operations

  • Manage complete recruitment lifecycle from requisition approval through offer negotiation, onboarding, and probationary period follow-up
  • Conduct rigorous screening processes including behavioral interviews, skills assessments, and structured reference checks
  • Maintain meticulous documentation and applicant tracking to support audit readiness and ensure proper running of the HR department
  • Optimize recruitment workflows to reduce time-to-fill while maintaining quality standards during high-volume periods

Stakeholder Management & Business Partnering

  • Partner with department heads and hiring managers across parent company and subsidiary entities to define role requirements and cultural fit criteria
  • Facilitate structured interview panels involving multiple stakeholders, ensuring consistent evaluation standards
  • Advise leaders on talent market conditions, employment legislation, and best practices for inclusive interviewing
  • Support change management and cultural integration during M&A transitions by aligning recruitment messaging with combined entity values

Employer Branding & Candidate Experience

  • Develop and execute employer branding initiatives highlighting Acestes dual value proposition: commercial stability and social impact
  • Create compelling recruitment content for job portals, social media, and community outreach materials
  • Ensure transparent, respectful communication with all candidates, maintaining positive relationships with silver medalist candidates for future opportunities
  • Represent Acestes at job fairs, community events, and partnership networking functions

Compliance & Data Integrity

  • Maintain full compliance with Singapore Employment Act, MOM regulations, and CPF contribution requirements
  • Ensure accurate, confidential record-keeping in HRIS/ATS systems to support financial audits and impact reporting
  • Track and analyze recruitment metrics (cost-per-hire, time-to-fill, source effectiveness, diversity ratios) to drive continuous improvement
  • Support preparation of workforce documentation for investor due diligence, grant applications, and social enterprise certification renewals

Process Optimization & Technology Adoption

  • Identify and implement AI-powered recruitment tools and automation solutions to enhance sourcing efficiency, screening accuracy, and candidate communication workflows
  • Continuously evaluate recruitment metrics and process bottlenecks to drive productivity improvements and reduce manual administrative burden
  • Pilot emerging HR technologies (e.g., AI-assisted resume parsing, chatbot screening, predictive analytics for candidate success) and recommend scalable adoption
  • Maintain proficiency in evolving digital recruitment landscapes, ensuring Acestes leverages cost-effective technology to maximize limited HR resources during growth phases

Qualifications

Required:

  • Diploma or Degree in Human Resources, Business Administration, Psychology, or related field (or demonstrable equivalent practical experience)
  • Minimum 2-3 years of full-cycle recruitment experience, preferably within high-growth SMEs, social enterprises, or organizations undergoing structural transformation
  • Demonstrated experience with high-volume hiring (processing 20+ requisitions simultaneously) and fast-paced recruitment environments
  • Proficiency in Applicant Tracking Systems (ATS) and HRIS platforms strong MS Office skills
  • Solid understanding of Singapore employment legislation, MOM work pass frameworks, and CPF regulations
  • Genuine commitment to social impact and inclusive employment practices

Preferred:

  • Experience with recruitment during M&A, business restructuring, or post-merger cultural integration
  • Familiarity with government support schemes for inclusive hiring (e.g., Enabling Employment Credit, Career Support Programme, P-Max)
  • Background recruiting across diverse functional areas: logistics, facilities management, community services, sports administration, or social services
  • Exposure to competency-based interviewing techniques (e.g., behavioral event interviewing, skills assessment design)
  • Understanding of social enterprise accreditation standards and impact measurement frameworks
