Job Description

GIC is one of the world's largest sovereign wealth funds. With over 2,000 employees across 11 offices around the world, we invest in more than 40 countries globally across asset classes and businesses. Working at GIC gives you exposure to an extraordinary network of the world's industry leaders. As a leading global long-term investor, we Work at the Point of Impact for Singapore's financial future, and the communities we invest in worldwide.

Technology Group

We experiment, design, and lead a 24×7 global business where we support core capabilities in asset management, trading, investment operations, and risk management. We deliver secure, reliable, and integrated solutions, and provide insights on new, and emerging technologies.

What will you do as a Data Centre Migration Project Manager

We are seeking a seasoned Project Manager to lead and execute enterprise-wide infrastructure initiatives, with a primary mandate to deliver a new Data Centre (DC) Build-Out in Singapore. The incumbent will own the full lifecycle of the programme, from initiation and design through construction, migration, and steady-state handover.

The successful candidate will bring a proven track record of directing large-scale, multi-year technology programmes, including greenfield and colocation data centre delivery and vendor and partner management. This role is accountable not only for hands-on programme execution but also for setting delivery governance, managing multi-million-dollar budgets, and serving as an interface to executive leadership and steering committees on programme status and risk.

This role demands deep command of data centre infrastructure (power, cooling, space, network, and physical security), systems and networking technologies, migration strategy, capital project delivery, and enterprise risk management, combined with the executive presence to influence senior stakeholders and align technical delivery with the organisation's strategic and commercial objectives.

Key Responsibilities

  • Project Delivery and Governance
  • Responsible for delivery of the Data Centre Migration project and related infrastructure initiatives, ensuring alignment with the organisation's technology strategy and risk appetite.
  • Run the project within TG project governance and new ways of working, including steering committees, working groups, RACI, and stage-gate controls across concurrent workstreams and vendors.
  • Establish and manage the integrated master schedule, interdependencies, critical path, and resourcing across infrastructure, applications, security, operations, facilities, and vendor partners.
  • Act as the escalation point for project outcomes, driving decisions across competing priorities, constraints, and stakeholder interests.
  • Coordinate and align work across matrixed teams of technical leads, application owners, and vendor resources, without direct line management responsibility.
  • Data Centre Migration Planning and Execution
  • Develop and implement migration plans and approaches (for example rehost/lift-and-shift, replatform, refresh-and-move, and decommission), aligned with organisational goals, timelines, resiliency targets, and risk tolerance.
  • Coordinate assessments of current-state environments and target-state requirements, including asset and application inventories, dependency mapping, and data-flow analysis. Drive work breakdowns and resource allocation for smooth execution.
  • Define migration wave groupings and sequencing based on application criticality, interdependencies, and business calendars, including freeze periods and market-hours constraints.
  • Manage the planning, scheduling, and execution of migration activities, including asset relocation, data replication and transfer, network cutovers, parallel runs, and infrastructure validation against defined entry/exit criteria.
  • Work with the facilities and build teams, as the primary consumer of the new site, to confirm that target-state capacity (power, cooling, space, structured cabling, and network connectivity) meets current and projected demand.
  • Plan and oversee decommissioning, secure data sanitisation, asset disposal, and exit from legacy sites, including contract and lease exit obligations.
  • Coordinate physical security, resiliency, business continuity, and disaster recovery requirements, and validate DR and failover capability post-migration.
  • Manage cross-team dependencies across facilities, network, compute/storage, security, application owners, vendors, and operations teams, resolving conflicts and sequencing hand-offs to protect the critical path.
  • Support a flexible target-state approach that allows capacity to scale with demand and accommodates future-state options spanning on-premises footprint and cloud-adjacent models such as AWS Outposts.
  • Support sustainability and efficiency objectives (for example PUE targets and applicable green data centre standards) in target-state design and workload placement.
  • Vendor Management for Migration Execution and Delivery
  • Drive vendor execution (migration partners, moving and logistics providers, network and colocation providers, and MSPs) through a structured delivery cadence: kickoffs, stage-gate reviews, milestone acceptance, progress reporting, and issue/risk escalation. Hold vendors accountable for on-time, on-budget, and to-specification delivery.
  • Define and enforce delivery acceptance criteria, quality standards, and definition-of-done for each migration wave and vendor work package. Review and sign off migration runbooks, test results, and handover documentation before acceptance.
  • Monitor vendor performance against SLAs and KPIs, conduct performance reviews, and manage remediation or escalation for underperformance.
  • Track vendor activities, including asset moves, installation, and cutover support, against the approved plan and budget, escalating variances early.
  • Coordinate vendor onboarding, offboarding, and knowledge transfer, ensuring operational readiness and a clean transition of migrated workloads into steady-state operations and support.
  • Drive operational acceptance and readiness reviews, and manage the transition of migrated services into BAU support.
  • Risk, Governance and Stakeholder Management
  • Own the project-level risk framework: identify, assess, and mitigate risks to minimise downtime and business disruption during migration.
  • Coordinate governance approvals, risk assessments, rollback and back-out strategies, go/no-go decision gates, and regulatory engagement as required.
  • Maintain a structured communication cadence with senior stakeholders, including executive reporting, steering committee updates, application owner and business communications, and cross-functional coordination.
  • Own the integrated migration schedule, milestones, and RAID (risks, assumptions, issues, dependencies) log, and provide regular status reporting into governance forums.
  • Foster collaboration across technical and business teams, ensuring alignment between delivery and strategic objectives, and manage stakeholder expectations at the executive level.
  • Financial and Commercial Management
  • Manage the project budget (capital and operating), including inputs to the business case, funding approvals, and financial governance across a multi-million-dollar portfolio.
  • Drive budgeting, forecasting, and cost optimisation across migration, parallel-run, decommissioning, and contract lifecycle costs. Ensure transparency in financial reporting and adherence to approved budgets.
  • Monitoring, Reporting and Continuous Improvement
  • Establish centralised project reporting through dashboards and KPIs to track migration progress (for example waves completed, workloads migrated, and incidents), vendor performance, financials, and contractual compliance.
  • Provide regular, executive-grade updates to leadership on milestones, financials, and risk status.
  • Capture lessons learned from each migration wave and apply them to later waves and future data centre and infrastructure initiatives.

We recommend a minimum of 15 years of relevant experience, including at least 8 to 10 years leading large-scale technology or capital infrastructure programmes, and demonstrable ownership of at least one full data centre build-out or major migration programme from initiation to handover.

  • Direct experience governing MSP or vendor-delivered project management at scale, including working across permanent staff and vendor resources.
  • Experience presenting to and influencing executive leadership and steering committees.

Technical Skills

  • Proficiency with project management tools (for example MS Project, JIRA, ServiceNow) and portfolio reporting.
  • Familiarity with migration and discovery tooling, CMDB and dependency mapping approaches, and cutover planning and runbook management.
  • Working knowledge of data centre operations, network architecture, and power/cooling fundamentals.
  • Familiarity with regulatory and compliance frameworks (for example ISO 27001, PCI-DSS, and applicable local data/privacy regulations).

Leadership And Soft Skills

  • Executive presence with excellent communication, negotiation, and senior stakeholder management skills.
  • Strong strategic thinking, analytical, and problem-solving abilities with a proactive approach to risk management.
